Hélio Fernando Barbosa Lopes
Hélio Fernando Barbosa Lopes (Rio de Janeiro, March 28, 1969), also known as Hélio Negão (literally: big black Hélio) and Hélio Bolsonaro, is a Brazilian politician and former military officer. A member of PSL ( Social Liberal Party), he ran in the 2018 election and was elected Federal Deputy. He received the most votes in the state of Rio de Janeiro, and is the most-voted Afro-Brazilian in Rio de Janeiro and Brazilian history. Lopes is known for being a close friend of Jair Bolsonaro. Political life Lopes ran in 2004 as a PRP member to the position of alderman in the municipality of Queimados in the state of Rio de Janeiro, but was not elected, having obtained only 277 votes. In 2014 he ran as a PTN member to the position of Federal Deputy for the state of Rio de Janeiro, but had his candidacy rejected. The Chamber of Deputies () is a federal legislative body and the lower house of the National Congress of Brazil. The chamber comprises 513 deputies, who are elected by proportional representation to serve four-year terms. The current president of the chamber is the Deputy Hugo Motta ( Republicanos- PB), who was elected on 1 February 2025. Structure The number of deputies elected is proportional to the size of the population of the respective state (or of the Federal District) as of 1994. However, no delegation can be made up of less than eight or more than seventy seats. Thus the least populous state elects eight federal deputies and the most populous elects seventy. These restrictions favour the smaller states at the expense of the more populous states and so the size of the delegations is not exactly proportional to population. Queimados () is a municipality located in the Brazilian state of Rio de Janeiro. It is located at 22º42'58" south latitude and 43º33'19" west longitude, at an altitude of 29 meters. Its population was 151,335 (2020) and its area is 75 km2. The city is divided into 37 districts. History On March 29, 1858, the imperial family, aboard the first train of the Estrada de Ferro D.
