The Goa Legislative Assembly is the unicameral legislature of the state of Goa in India. The Assembly meets at the Goa State Legislative Assembly Complex in Porvorim, Bardez. The Eighth Goa Legislative Assembly consists of 40 members. The assembly is in charge of the budget, the Assembly appropriates money for social programs, agricultural development, infrastructure development, etc. It is also responsible for proposing and levying taxes. History Following the Annexation of Goa, end of Portuguese rule in 1961, Goa was placed under military administration headed by Lieutenant general (India), Lieutenant General Kunhiraman Palat Candeth as Lieutenant-Governor. On 8 June 1962, military rule was replaced by civilian government when the Lieutenant-Governor nominated an informal Consultative Council of 29 nominated members to assist him in the administration of the territory. First-past-the-post Voting
In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. This usually favours the largest party and parties with strong regional support to the detriment of smaller parties without a geographically concentrated base. Froilano Machado
Froilano Carmelino da Rocha Machado (22 November 1925 – 24 April 2008) was an Indian politician, advocate, freedom fighter, businessperson, writer, poet and social worker from Goa. He was a former member of the Goa Legislative Assembly representing the Cortalim Assembly constituency from 1977 to 1984. He also served as a speaker of the Goa Legislative Assembly from 1980 to 1984. He was noted for his contributions in the Goa Liberation Movement and Konkani language. Narayan Srinivasa Fugro (March 2, 1932 – September 1, 2009) was an Indian politician.''The Hindu''. Fugro passes away' He served as the Speaker of the Legislative Assembly of Goa, Daman and Diu between February 24, 1972, and January 20, 1980. He was the son of Shriniwas Krishna and Radhabai. Fugro became a municipal councilor in Diu in 1959. In 1967 he became the president of the Amichand Rupchand Charitable Dispensary Trust in Diu. He was elected as an independent candidate from the Diu seat in the first Legislative Assembly election in 1967, with 1,552 votes (23.60% of the votes in the constituency). In April 1971, he voted against a motion to include Konkani language in the Eight Scheduled of the Constitution of India. Pandurang Purushottam Shirodkar (12 December 1916 – 5 September 2000) was a campaigner, author and the first speaker of the Goa Legislative Assembly. He was born in Goa in Portuguese India. He studied law and worked as an editor of the '' Navshakti'' daily newspaper in Mumbai. Later he participated actively in Goa's struggle for freedom from Portuguese colonial rule and was in exile in Africa and Portugal for many years. Kunhiraman Palat Candeth
Lieutenant General Kunhiraman Palat Candeth, PVSM (Hindi: कुँहिरामन पलट कंडेथ; 23 October 1916 – 19 May 2003) was a senior army officer in the Indian Army who played a commanding role in Liberation of Goa from Portuguese control in 1961, and briefly tenured as the Military Governor of Goa, Daman and Diu. He later served as the Deputy Chief of Army Staff based on GHQ in New Delhi at the midst of the second war in 1965, and later effectively commanded the Western Command during the third war with Pakistan in 1971. Annexation Of Goa
The Annexation of Goa was the process in which the Republic of India annexed ', the then Portuguese Indian territories of Goa, Daman and Diu, starting with the armed action carried out by the Indian Armed Forces in December 1961. In India, this action is referred to as the "Liberation of Goa". In Portugal, it is referred to as the "Invasion of Goa". Jawaharlal Nehru had hoped that the popular movement in Goa and the pressure of world public opinion would force the Portuguese Goan authorities to grant it independence but since it did not have any effect, he decided to take it by force.
