Xinyi District or Sinyi District is the seat of the Taipei City Government and Taipei City Council. The district includes Taipei 101, Taipei International Convention Center, Taipei World Trade Center, National Sun Yat-sen Memorial Hall and various shopping malls and entertainment venues, making it the most cosmopolitan district of Taipei. The Association for Relations Across the Taiwan Straits (ARATS; ; often abbreviated as 海协会 / 海協會) is an organization set up by the People's Republic of China for handling technical and business matters with the Republic of China (Taiwan). Chen Yunlin (; born December 1941) was the chairman of the Association for Relations Across the Taiwan Straits (ARATS), the body responsible for negotiations with Taiwan in the People's Republic of China in 2008–2013.
