Its seat is the town of Prószków (Proskau), which lies approximately south-west of the regional capital Opole. The gmina covers an area of , and as of 2019 its total population is 9,029. Since 2006 the commune, like most of the area, has been bilingual in German and Polish, a substantial German population having remained behind after the area was transferred to Poland. The gmina (Polish: , plural ''gminy'' ) is the basic unit of the administrative division of Poland, similar to a municipality. , there were 2,479 gminy throughout the country, encompassing over 43,000 villages. 940 gminy include cities and towns, with 322 among them constituting an independent urban gmina () consisting solely of a standalone town or one of the 107 cities, the latter governed by a city mayor (''prezydent miasta''). The gmina has been the basic unit of territorial division in Poland since 1974, when it replaced the smaller gromada (cluster).
