Foreign Policy Instruments Service
The Service for Foreign Policy Instruments (FPI) is a department (Directorate-General) of the European Commission set up in response to the establishment of the European External Action Service (EEAS). The EEAS merged the Commission's Directorate-General for External Relations (and various other departments) with its counterparts in the Council of Ministers. The responsible Commissioner for the service is the High Representative of the Union for Foreign Affairs and Security Policy Kaja Kallas in her role as Commission Vice-President. The current Head of Service is Peter M. Wagner. The Service is a Commission department managing foreign policy issues within the Commission's mandate; those areas not transferred to the EEAS and which fall outside the mandate of the EuropeAid Development and Cooperation DG. The European Commission (EC) is the primary Executive (government), executive arm of the European Union (EU). It operates as a cabinet government, with a number of European Commissioner, members of the Commission (directorial system, informally known as "commissioners") corresponding to two thirds of the number of Member state of the European Union, member states, unless the European Council, acting unanimously, decides to alter this number. European External Action Service
The European External Action Service (EEAS) is the diplomatic service in charge of executing all Foreign relations of the European Union, international relations of the European Union. The EEAS is led by the Vice-President of the European Commission, vice-president of the European Commission for High Representative of the Union for Foreign Affairs and Security Policy, Foreign Affairs and Security Policy (HR/VP), who is also President of the Foreign Affairs Council, and carries out the EU's Common Foreign and Security Policy (CFSP), including the Common Security and Defence Policy (CSDP). Directorate-General For External Relations (European Commission)
The Directorate-General for the External Relations (DG RELEX, DG E VIII) was a Directorate-General of the European Commission, responsible for the external policy. The DG was merged into the European External Action Service in 2010, then headed by High Representative Catherine Ashton. Role "The Directorate-General for External Relations contributed to the formulation by the Commissioner for External Relations, together with her colleagues of an effective and coherent external relations policy for the European Union, so as to enable the EU to assert its identity on the international scene." The High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Kaja Kallas. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. Kaja Kallas
Kaja Kallas (; born 18 June 1977) is an Estonian politician and diplomat. She was the first female prime minister of Estonia, a role she held from 2021 until 2024, when she resigned in advance of her appointment as High Representative of the European Union for Foreign Affairs and Security Policy. Since 2024, she has served in that role as well as Vice-President of the European Commission in the second von der Leyen Commission. The leader of the Estonian Reform Party since 2018, she was a member of parliament (''Riigikogu'') in 2011–2014, and 2019–2021. Kallas was a member of the European Parliament in 2014–2018, representing the Alliance of Liberals and Democrats for Europe. Triangle Building
The seat of the European External Action Service (initially referred to as The Capital, and thereafter sometimes the Triangle building) is the office building on the Robert Schuman Roundabout in the heart of the European Quarter of Brussels, Belgium, in which most of the European External Action Service (EEAS) resides.
