Exchequer Secretary To The Treasury
The Exchequer Secretary to the Treasury is a junior ministerial post in HM Treasury, His Majesty's Treasury, ranked below the First Lord of the Treasury, the Chancellor of the Exchequer, the Chief Secretary to the Treasury, the Paymaster General and the Financial Secretary to the Treasury, and alongside the Economic Secretary to the Treasury. It ranks at Parliamentary Secretary level and is not a Cabinet of the United Kingdom, Cabinet office. Unlike the other posts of Secretary to the Treasury, it is only used occasionally, normally when the post of Paymaster General is allocated to a minister outside the Treasury. The first Exchequer Secretary was Phillip Oppenheim, who held the post from 23 July 1996 to 2 May 1997, when he lost his seat in the general election that brought Tony Blair to power. Sir Anthony Charles Lynton Blair (born 6 May 1953) is a British former politician who served as Prime Minister of the United Kingdom from 1997 to 2007 and Leader of the Labour Party from 1994 to 2007. Private Finance Initiative
The private finance initiative (PFI) was a United Kingdom government procurement policy aimed at creating "public–private partnerships" (PPPs) where private firms are contracted to complete and manage public projects. Initially launched in 1992 by Prime Minister John Major, and expanded considerably by the Blair government, PFI is part of the wider programme of privatisation and financialisation, and presented as a means for increasing accountability and efficiency for public spending. PFI was controversial in the UK.
