European Defence Industrial Strategy
The European Defence Industrial Strategy (EDIS) is a document released on 5 March 2024 by the von Der Leyen Commission, which suggested to switch to "war economy mode" due to the 2022 Russian invasion of Ukraine and fears over Donald Trump's rumoured withdrawal from NATO. European Commissioner for Internal Market Thierry Breton said: "Europe must take greater responsibility for its own security, regardless of the outcome of our allies' elections every four years." One proposal was to set up "a European version of the U.S. Foreign Military Sales scheme, which helps other governments buy from American companies", but HRVP Josep Borrell noted that "we don't have a Pentagon anywhere." Von Der Leyen Commission I
The first von der Leyen Commission was the European Commission in office from 1 December 2019 to 30 November 2024. It consisted of one commissioner from each of the member states of the European Union – including Ursula von der Leyen, its President of the European Commission, president, who is from Germany. The commission was scheduled to take office on 1 November 2019; however, the French, Hungarian and Romanian commissioner-candidates lost their confirmation votes by the European Parliament in early October 2019, so new commissioners had to be selected from those three member states by the President-elect and subsequently confirmed by the Parliament. Foreign Relations Of The European Union
Although there has been a large degree of integration between European Union member states, foreign relations is still a largely intergovernmental matter, with the 27 states controlling their own relations to a large degree. However, with the Union holding more weight as a single entity, there are at times attempts to speak with one voice, notably on trade and energy matters. The Multiannual Financial Framework (MFF) of the European Union (EU), also called the financial perspective, is a seven-year framework regulating its European Union, EU Budget of the European Union, annual budget. European Defence Fund
The European Defence Fund (EDF) is a component of the European Union's (EU) Common Security and Defence Policy (CSDP) which aims to coordinate and increase national investment in defence research and improve interoperability between national armed forces. It was proposed in 2016 by Commission President Jean-Claude Juncker and established in 2017. The fund has two stands: Research (€90 million until the end of 2019 and €500 million per year after 2020) and Development & Acquisition (€500 million in total for 2019-20 then €1 billion per year after 2020).
