Elías Mendoza Habersperger
Elías Mendoza Habersperger (August 9, 1933 – November 25, 2023) was a Peruvian lawyer, diplomat and politician, Chief Scout of Peru for the Asociación de Scouts del Perú who served as President of the InterAmerican Scout Council and a member of the World Scout Committee. Biography Mendoza Habersperger was born in Lima on August 9, 1933. He was the son of Luis Mendoza Almenara and Dolores María Claudia Fermina Habersperger Fort. He studied at the Colegio Sagrados Corazones Recoleta. In 1950 he entered the Faculty of Sciences of the Universidad Nacional Mayor de San Marcos but later he oriented his vocation to other directions and entered the Faculty of Letters of the Pontificia Universidad Católica del Perú, later moving to the Faculty of Law of San Marcos, where he graduated from high school and obtained a law degree. The Bronze Wolf Award is an award presented by the World Organization of the Scout Movement for outstanding service by an individual to the Scout Movement. Just over 400 people have received the Bronze Wolf since its creation in 1935. WOSM has restricted the number of recipients during the award’s history in order to maintain its significance. Currently, the award is limited to approximately one recipient for every two million members worldwide. The award itself consists of a bronze wolf pendant hung on a dark green ribbon bordered by two narrow stripes of yellow. History WOSM first considered an international Scouting award in 1924. The topic was reintroduced 1932, with a decision reached in June 1934. The Bronze Wolf award was modeled after The Scout Association's Silver Wolf award. The Popular Action (, AP) is a liberal and reformist political party in Peru, founded by former Peruvian president Fernando Belaúnde. History Early history Fernando Belaúnde founded Popular Action (''Acción Popular'') in 1956 as a reformist alternative to the status quo conservative forces and the populist American Popular Revolutionary Alliance party. Although Belaúnde's message was not all that different from APRA's, his tactics were more inclusive and less confrontational. He was able to appeal to some of the same political base as APRA, primarily the middle class, but also to a wider base of professionals and white-collar workers.
