Elisa Ruiz Díaz
Elisa Mercedes Ruiz Díaz Bareiro (16 October 1964 – 19 May 2021) was a Paraguayan lawyer and diplomat. She was the Permanent Representative of Paraguay to the Organization of American States (OAS) from 2013 until her death. She served as the Chair of the OAS Permanent Council from 6 April 2021 to 19 May 2021. Early career Ruiz Díaz was born on 16 October 1964. She studied law at the Universidad Nacional de Asunción. Joining the Colorado Party, she served as a member of the party's Electoral Tribunal as well as its Governing Board. Ruiz Díaz was elected as a Colorado candidate to the Constitutional Assembly in 1991, which was tasked with promulgating a new constitution. Twenty-one female delegates were elected, out of 198 in total. She later stood in the 1993 general election. The National Republican Association (, ANR), also known as the Colorado Party (), is a conservative political party in Paraguay, founded on 11 September 1887 by Bernardino Caballero. Since 1947, the ''colorados'', as they are known, has been dominant in Paraguayan politics (ruling as the only legal party between 1947 and 1962) and has controlled the presidency since 1948 –notwithstanding a brief interruption between 2008 and 2013– as well as having a majority in both chambers of Congress and department governorships. The Colorado Party has historically been and continues to be the dominant political party in Paraguay. Sir Ronald Michael Sanders (born 26 January 1948) is an Antiguan Barbudan diplomat, academic, former broadcast-journalist, and the current Ambassador Extraordinary and Plenipotentiary to the United States and to the Organization of American States (OAS) since 2015. He holds the unique distinction of being the first person, since the OAS enlarged its membership in 1962, to serve as Chairman of the Permanent Council of the OAS for an unprecedented three terms.
