ECPAT Members
ECPAT is a global network of civil society organisations that works to end the sexual exploitation of children. It focuses on ending the online sexual exploitation of children, the trafficking of children for sexual purposes, the sexual exploitation of children in prostitution, child, early and forced marriages, and the sexual exploitation of children in the travel and tourism industry. The ECPAT International network consists of 122 member organisations in 104 countries. Its secretariat is based in Bangkok, Thailand, providing technical support to member groups, coordinating research, and managing international advocacy campaigns. History In 1990, researchers and activists helped to establish ECPAT (an acronym for End Child Prostitution in Asian Tourism) as a three-year campaign to end "sex tourism," with an initial focus on Asia. The Virtual Global Taskforce (VGT) is a group of law enforcement agencies from around the world who operate together to stop online child sex abuse. The VGT was founded in 2003 by Homeland Security Investigations (HSI) the investigative arm of the U.S. Immigration and Customs Enforcement (ICE) which is part of the U.S. Department of Homeland Security (DHS). Comprised initially of only Australia, Canada, the United Kingdom, and the United States it has expanded to more than 12 countries since then. As of 2024 the National Crime Agency (NCA) of the United Kingdom is leading the VGT. The Professor Thorolf Rafto Memorial Prize (''Raftoprisen'') is a human rights award established in the memory of the Norwegian human rights activist, Thorolf Rafto. Organization The prize is awarded annually by the Rafto Foundation for Human Rights (''Raftostiftelsen'') which was founded in the humanistic tradition of the Helsinki Accords in order to promote the fundamental human rights of intellectual and political freedom. Today, the foundation is based at the Human Rights House in Bergen, Norway. Procuring, pimping, or pandering is the facilitation or provision of a prostitute or other sex worker in the arrangement of a sex act with a customer. Sex Work
Sex work is "the exchange of sexual services, performances, or products for material compensation. It includes activities of direct physical contact between buyers and sellers as well as indirect sexual stimulation". Sex work only refers to voluntary sexual transactions; thus, the term does not refer to human trafficking and other coerced or nonconsensual sexual transactions such as child prostitution. The transaction must take place between consenting adults of the legal age and mental capacity to consent and must take place without any methods of coercion, other than payment. The term emphasizes the labor and economic implications of this type of work. Furthermore, some prefer the use of the term because it grants more agency to the sellers of these services. Stop Enabling Sex Traffickers Act
FOSTA (Allow States and Victims to Fight Online Sex Trafficking Act) and SESTA (Stop Enabling Sex Traffickers Act) are U.S. Senate and House bills which became law on April 11, 2018. They clarify the country's sex trafficking law to make it illegal to knowingly assist, facilitate, or support sex trafficking, and amend the Section 230 safe harbors of the Communications Decency Act (which make online services immune from civil liability for the actions of their users) to exclude enforcement of federal or state sex trafficking laws from its immunity. Council Of Europe Convention On The Protection Of Children Against Sexual Exploitation And Sexual Abuse
The Council of Europe Convention on the Protection of Children Against Sexual Exploitation and Sexual Abuse, also known as the Lanzarote Convention, is a Council of Europe multilateral treaty whereby states agree to criminalise certain forms of sexual abuse against children. It is the first international treaty that addresses child sexual abuse that occurs within the home or family. Content States that ratify the Convention agree to criminalise sexual activity with children below the legal age of consent, regardless of the context in which such behaviour occurs; it also mandates the criminalisation of child prostitution and pornography. Optional Protocol On The Sale Of Children, Child Prostitution And Child Pornography
The Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography is a protocol to the Convention on the Rights of the Child and requires parties to prohibit the sale of children, child prostitution and child pornography. The Protocol was adopted by the United Nations General Assembly in 2000 and entered into force on 18 January 2002. As of April 2024, 178 states are party to the protocol. According to the preamble, the protocol is intended to achieve the purposes of certain articles in the Convention on the Rights of the Child, where the rights are defined with the provision that parties should take "appropriate measures" to protect them.
