Directorates Of The Scottish Government
The work of the Scottish Government is carried out by Directorates, each headed by a Director. The Directorates are grouped into a number of Directorates-General families, each headed by a Director-General. However, the individual Directorates are the building blocks of the system. The Directorates are further broken down into "Divisions" and then by teams. Divisions usually consist of 25-50 people. There is no direct correspondence between the political responsibilities of the Minister (government), Ministers in the Scottish Government and the Directorates, although in some cases there is considerable overlap. Minister (government)
A minister is a politician who heads a ministry, making and implementing decisions on policies in conjunction with the other ministers. In some jurisdictions the head of government is also a minister and is designated the ‘prime minister’, ‘premier’, ‘chief minister’, ‘chancellor’ or other title. In Commonwealth realm jurisdictions which use the Westminster system of government, ministers are usually required to be members of one of the houses of Parliament or legislature, and are usually from the political party that controls a majority in the lower house of the legislature. In other jurisdictions—such as Belgium, Mexico, Netherlands, Philippines, Slovenia, and Nigeria—the holder of a cabinet-level post or other government official is not permitted to be a member of the legislature. Non-departmental Public Bodies
In the United Kingdom, non-departmental public body (NDPB) is a classification applied by the Cabinet Office, Treasury, the Scottish Government and the Northern Ireland Executive to public sector organisations that have a role in the process of national government but are not part of a government department. NDPBs carry out their work largely independently from ministers and are accountable to the public through Parliament; however, ministers are responsible for the independence, effectiveness and efficiency of non-departmental public bodies in their portfolio. The term includes the four types of NDPB (executive, advisory, tribunal and independent monitoring boards) but excludes public corporations and public broadcasters (BBC, Channel 4 and S4C). Executive Agencies Of The Scottish Government
Executive agencies are established by ministers as part of Scottish Government to carry out a discrete area of work. They form an integral part of the Scottish Government, but have a specific, well-defined remit. They are staffed by civil servants and headed by a Chief Executive, who is a civil servant, and are directly accountable to the government. Executive agencies differ from public bodies, which are not considered to be part of the Government, although they are listed in the Scottish Government's directory of national public bodies alongside the public bodies. Executive agencies may be considered similar to the government's core directorates, but are generally more focused on the management and direct delivery of public services as opposed to policy formation (although they may also provide strategic policy input). Permanent Secretary To The Scottish Government
The Permanent Secretary to the Scottish Government is the most senior civil servant in Scotland who leads more than 7000 staff within the Scottish Government and has oversight of around 125 agencies. The permanent secretary supports the Scottish Government in developing, implementing and communicating its policy agenda. The permanent secretary is the chief official policy adviser to the First Minister of Scotland and acts as secretary during cabinet meetings. John-Paul ('JP') Marks is a senior civil servant who has served as the Permanent Secretary to the Scottish Government since 2022. He previously worked in the UK Government's Department for Work and Pensions, serving as the Director General for Work and Health Services from 2019 to 2022 and Director General for Universal Credit Operations from 2018 to 2019. Leslie Evans
Leslie Evans (born 11 December 1958) was the Permanent Secretary to the Scottish Government. In this role, Evans was the principal policy adviser to the First Minister and Secretary to the Scottish Cabinet. Evans was the senior civil servant in Scotland and led more than 5,000 civil servants working for the Scottish Government, supporting development, implementation and communication of government policies, in accordance with the Civil Service Code. The Scottish Government Economy Directorates are a group of Directorates of the Scottish Government. They were rebranded as the Economy Directorates in July 2016, having previously been reorganised in December 2010 and then in June 2014.
