The Directorate-General for Maritime Affairs and Fisheries (DG MARE) is a Directorate-General of the European Commission, responsible for the policy area of fisheries, the Law of the Sea and Maritime Affairs of the European Union. The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. Fishery can mean either the enterprise of raising or harvesting fish and other aquatic life; or more commonly, the site where such enterprise takes place ( a.k.a. fishing ground). The Common Fisheries Policy (CFP) is the fishery, fisheries policy of the European Union (EU). It sets quotas for which Member state of the European Union, member states are allowed to catch each type of fish, as well as encouraging the fishing industry by various market interventions. In 2004 it had a budget of €931 million, approximately 0.75% of the Budget of the European Union, EU budget. When it came into force in 2009, the Treaty of Lisbon formally enshrined fisheries conservation policy as one of the handful of "exclusive competences" reserved for the European Union, to be decided by Qualified Majority Voting.
