Dublin Fingal East is a Dáil constituency represented in Dáil Éireann, the lower house of the Irish parliament or Oireachtas, since the 2024 general election. Dáil Constituencies
There are 43 multi-member electoral districts, known as Dáil constituencies, to elect 174 Teachta Dála, TDs to Dáil Éireann, the house of representatives of the Oireachtas, Republic of Ireland, Ireland's parliament, on the system of proportional representation by means of the single transferable vote (PR-STV), to a maximum term of five years. The configuration of constituencies was amended by the Electoral (Amendment) Act 2023, which were in operation for the 2024 Irish general election, 2024 general election. Dublin is a European Parliament constituency in Ireland. It elects 4 Members of the European Parliament (MEPs) using proportional representation by means of the single transferable vote. History and boundaries The constituency was created in 1979 for the first direct elections to the European Parliament. It has always contained the whole of County Dublin and the city of Dublin only (with the county defined since 1994 as the counties of Dún Laoghaire–Rathdown, Fingal, South Dublin). From 1979 to 2004, it elected 4 MEPs; this was reduced to 3 for the 2009 election. For the 2019 European Parliament election, a reapportionment following Brexit and the loss of 73 MEPs from the United Kingdom gave two additional seats to Ireland. Alan Farrell
Alan Farrell (born 29 December 1977) is an Irish former Fine Gael politician who served as a member of Seanad Éireann from December 2024 to January 2025. He was a Teachta Dála (TD) for the Dublin North constituency from 2011 to 2016 and for the Dublin Fingal constituency from 2016 until 2024. He was chair of the Committee on Children and Youth Affairs from 2016 to 2020 and chair of the Committee on Communications and Transport from September to November 2024. The Electoral Commission () is an election commission with responsibility for the oversight of all elections in Ireland, including electoral operations, constituency reviews and electoral integrity. It was established in 2023. Prior to its establishment, some of these functions had been carried out by various government departments, local government officials, statutory agencies and components of the Oireachtas and in the case of Boundaries by a judge led commission, while other functions are novel to the new Commission. The single transferable vote (STV) or proportional-ranked choice voting (P-RCV) is a multi-winner electoral system in which each voter casts a single vote in the form of a ranked ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternative preferences if their preferred candidate is eliminated or elected with surplus votes, so that their vote is used to elect someone they prefer over others in the running. STV aims to approach proportional representation based on votes cast in the district where it is used, so that each vote is worth about the same as another. Proportional representation (PR) refers to any electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to political divisions (Political party, political parties) among voters. The aim of such systems is that all votes cast contribute to the result so that each representative in an assembly is mandated by a roughly equal number of voters, and therefore all votes have equal weight. Under other election systems, a bare Plurality (voting), plurality or a scant majority in a district are all that are used to elect a member or group of members. PR systems provide balanced representation to different factions, usually defined by parties, reflecting how votes were cast. The Electoral (Amendment) Act 2023 is a law of Ireland to revise Dáil constituencies and European Parliament constituencies. The revised Dáil constituencies will come into effect on the dissolution of the 33rd Dáil. The dissolution must take place by 19 February 2025; however, the Taoiseach, Simon Harris has indicated an intention to seek a dissolution of the Dáil on 8 November.
