Dmitry Anatolyevich Medvedev (born 14 September 1965) is a Russian politician and lawyer who has served as Deputy Chairman of the Security Council of Russia since 2020. Medvedev was also President of Russia between 2008 and 2012 and Prime Minister of Russia between 2012 and 2020. Medvedev was elected President in the 2008 election. He was seen as more liberal than his predecessor Vladimir Putin, who was prime minister in Medvedev's presidency. Medvedev's agenda as President was a wide-ranging modernisation programme, aimed at modernising Russia's economy and society, and lessening the country's reliance on oil and gas. During Medvedev's tenure, the United States and Russia signed the New START nuclear arms reduction treaty. Russia won the Russo-Georgian War, and recovered from the Great Recession. The president of Russia, officially the president of the Russian Federation (), is the executive head of state of Russia. The president is the chair of the State Council (Russia), Federal State Council and the President of Russia#Commander-in-chief, supreme commander-in-chief of the Russian Armed Forces. It is the highest office in Russia. The modern incarnation of the office emerged from the president of the Russian Soviet Federative Socialist Republic (RSFSR). In 1991, Boris Yeltsin was elected president of the RSFSR, becoming the first non-Communist Party member to be elected into a major Soviet political role. He played a crucial role in the dissolution of the Soviet Union which saw the transformation of the RSFSR into the Russian Federation. Following a series of scandals and doubts about his leadership, violence erupted across Moscow in the 1993 Russian constitutional crisis.
