Crime is present in various forms in Vietnam. According to the United States 2016 OSAC Crime report, Hanoi is rated as medium in Overall Crime and Safety Situation. History of organised crime Among the first organised crime group to emerge in Vietnam were the Bình Xuyên, which during the 1920s acted mainly as river pirates led by Dương Văn Dương, before later becoming a legitimate military organization that nearly controlled the entire supply of opium of Vietnam in 1954. With the arrival of Vietnamese independence in 1945 (in the North) and 1955 (in the South), organized crime activity, including protection rackets, were drastically reduced as both the Northern and Southern governments purged criminal activity in their halves of the country. Khánh Trắng (literally translated as "White Khanh") was the President of Dong Xuan Labor Union. However, it was just a screen for his mafia-like organization in the underworld of Hanoi during the late 1990s. Sex trafficking in Vietnam is human trafficking for the purpose of sexual exploitation and slavery that occurs in the Socialist Republic of Vietnam. Vietnam is a source and, to a lesser extent, destination country for sexually trafficked persons. Sex trafficking victims in the country are from all ethnic groups in Vietnam and foreigners. Vietnamese citizens, primarily women and girls, have been sex trafficked into other countries in Asia and different continents. They are forced into prostitution, marriages, and or pregnancies. Snatch theft is a criminal act, common in Southeast Asia, South America, and Southern Europe, of forcefully stealing a pedestrian's personal property by employing rob-and-run tactics. Description It is typical for two thieves to work together and ride a motorcycle, moped, or other type of motorbike to make theft and escape easier. One person steers the vehicle while another, the snatcher, does the act of theft itself. However, some snatch thieves work alone or do not use a vehicle to escape.
