Cardiff West (National Assembly For Wales Constituency)
Cardiff West () is a constituency of the Senedd. It elects one Member of the Senedd by the first past the post method of election. Also, however, it is one of eight constituencies in the South Wales Central electoral region, which elects four additional members, in addition to eight constituency members, to produce a degree of proportional representation for the region as a whole. The constituency has twice provided the First Minister of Wales, Rhodri Morgan from 2000-2009 and Mark Drakeford from 2018–Present. Boundaries The constituency was created for the first election to the Assembly, in 1999, with the name and boundaries of the Cardiff West Westminster constituency. It is entirely within the preserved county of South Glamorgan. Senedd
The Senedd (; ), officially known as the Welsh Parliament in English and () in Welsh, is the devolved, unicameral legislature of Wales. A democratically elected body, it makes laws for Wales, agrees certain taxes and scrutinises the Welsh Government. It is a bilingual institution, with both Welsh and English being the official languages of its business. Rhodri Morgan
Hywel Rhodri Morgan (29 September 1939 – 17 May 2017) was a Welsh Labour politician who was the First Minister of Wales and the Leader of Welsh Labour from 2000 to 2009. He was also the Assembly Member for Cardiff West from 1999 to 2011 and the Member of Parliament for Cardiff West from 1987 to 2001. He was, , the longest-serving First Minister of Wales. D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. For example, if a party wins one-third of the votes then it should gain about one-third of the seats. Closed List
Closed list describes the variant of party-list systems where voters can effectively only vote for political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected. If voters had some influence, that would be called an open list. Closed list systems are still commonly used in party-list proportional representation, and most mixed electoral systems also use closed lists in their party list component.
