Background Phillips was born in Whitehaven, Cumbria, England. Club career Born in Whitehaven, Phillips started his career as an amateur playing for Seaton. He was named Gillette National Youth League player of the year in 2010. In November 2012, he signed a professional contract with Workington Town. He played for Workington Town in Kingstone Press League 1. Representative career As an amateur, Phillips played for England Community Lions under-18s. The tournament took place in England, Wales, France, Ireland and Scotland between 17 October and 2 November. It was announced beforehand that the winner of the tournament would qualify for the 2016 Four Nations, and also that if Ireland or Wales won tournament, they will automatically qualify for the 2017 Rugby League World Cup (due to the World Cup qualifying tournament taking place at the same time as the 2016 Four Nations).
