Council Service Territories
Council Service Territories (CSTs) are the administrative regions of Scouting America. Previously, the term “region” was used until June 2021, when the organization moved to “National Service Territories”. The transition from four regions to sixteen National Service Territories was made as an effort to reduce staff plus save costs. At the territory level, there is minimal staff and no board or committee structure. In 2024, NSTs were renamed to Council Service Territories and several CST boundaries were updated. Additionally, two territories were merged into adjacent ones, resulting in a total of 14 Council Service Territories. Scouting America
Scouting America is the largest scouting organization and one of the largest List of youth organizations, youth organizations in the United States, with over 1 million youth, including nearly 200,000 female participants. Founded as the Boy Scouts of America in 1910, about 130 million Americans have participated in its programs, which are served by 465,000 adult volunteers. The organization became a founding member of the World Organization of the Scout Movement in 1922. The stated mission of Scouting America is to "prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law." Scouting in Massachusetts includes both Girl Scouts of the USA, Girl Scout (GSUSA) and Scouting America organizations. Boy Scouts of America was founded in the 1910s in Massachusetts. Girl Scouts USA was founded in 1912, by Juliette Gordon Low. With a vigorous history, both organizations actively serve thousands of youth in programs that suit the environment in which they live. Spirit Of Adventure Council
The Spirit of Adventure Council is a regional council of Scouting America. It serves the greater Boston, Massachusetts, area. History The Yankee Clipper Council and Boston Minuteman Council merged on July 1, 2015. As part of this merger, New Hampshire towns of the former Yankee Clipper Council were transferred to the Daniel Webster Council, headquartered in Manchester. Virginia Headwaters Council
The Virginia Headwaters Council (VAHC) is the local council of the Boy Scouts of America (BSA) that serves Scouts in areas of the Shenandoah Valley in Virginia and West Virginia and areas of central Virginia. History The first council in the area was the Staunton Council, formed in 1920 and failed in 1924. The Stonewall Jackson Area Council was chartered in Staunton, Virginia in January 1927. The adjacent Lewis & Clark Council was formed in Charlottesville, Virginia in February 1927, and it dissolved and was absorbed into the Stonewall Jackson Council in mid-1931. The first Scout executive of the Stonewall Jackson Area Council was J.W. Fix who served from 1927 to 1950. The council was renamed in 2019 to the Virginia Headwaters Council. Chief Cornplanter Council
Scouting in Pennsylvania has a long and rich tradition, from 1908 to the present day, serving thousands of youth in programs that suit the environment in which they live. History Early history (1908–1950) One of the earliest Scouting groups in Pennsylvania began in 1908 in Pottsville, when a Superintendent with the Pennsylvania State Police, Lynn G. Adams, formed a troop using Baden-Powell's handbook, ''Scouting for Boys''. The troop was made up of two patrols, one sponsored by the Pottsville Mission and the other by the YMCA. Adams became the first Scoutmaster in Pennsylvania in 1910 soon after the BSA was incorporated.
