The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar was a public inquiry investigating the rendition and torture of Maher Arar released on September 18, 2006. The findings of this Commission are part of Report on the events Related to Maher Arar, also known as the Arar Report. The Commissioner of the inquiry was Justice Dennis O'Connor. The report found that Arar was innocent, that the Royal Canadian Mounted Police intelligence had been worthless, and that the RCMP had coordinated a smear campaign by leaking false information to the press to keep Arar imprisoned and avoid a public inquiry into its actions. Maher Arar
Maher Arar () (born 1970) is a telecommunications engineer with dual Syrian and Canadian citizenship who has resided in Canada since 1987. Arar was detained during a layover at John F. Kennedy International Airport in September 2002 on his way home to Canada from a family vacation in Tunis. He was held without charges in solitary confinement in the United States for nearly two weeks, questioned, and denied meaningful access to a lawyer. The US government suspected him of being a member of Al Qaeda and deported him, not to Canada, his current home and the passport on which he was travelling, but to Syria. He was detained in Syria for almost a year, during which time he was tortured by Syrian authorities, according to the findings of a commission of inquiry ordered by the Canadian government, until his release to Canada. Dennis O'Connor (judge)
Dennis R. O'Connor, was the Associate Chief Justice of Ontario from 2001–2012 and sat on the Court of Appeal for Ontario from 1998–2012. O'Connor attended De La Salle College (Toronto), De La Salle College and Osgoode Hall Law School of York University in Toronto. He practised law from 1973 until 1976. From 1976 to 1980 he became a teacher at the University of Western Ontario Faculty of Law and from there went to practise litigation at Borden, Elliot in Toronto.
