Chunghwa Post (), officially Chunghwa Post Co., Ltd., is the national mail, postal service of Taiwan. Chunghwa Post was a government agency of the Ministry of Transportation and Communications (Taiwan), Ministry of Transportation and Communications until 2003, when it was reorganized into a state-owned enterprise, government-owned corporation. Its affiliation with the Universal Postal Union (UPU) began in 1914, but ended in 1972 when it was replaced by China Post shortly after China and the United Nations, China's seat in the United Nations was handed over to the China, People's Republic of China. An international reply coupon (IRC) is a coupon that can be exchanged for one or more postage stamps representing the minimum postage for an unregistered priority airmail letter sent to another Universal Postal Union (UPU) member country. IRCs are accepted by all UPU member countries. UPU member postal services are obliged to exchange an IRC for postage, but are not obliged to sell them. The purpose of the IRC is to allow a person to send someone in another country a letter, along with the cost of postage for a reply.
