Chan Heng Chee
Chan Heng Chee (; born 19 April 1942) is a Singaporean academic and diplomat who has been serving as Ambassador-at-Large at the Ministry of Foreign Affairs since 2012, Chairwoman of the National Arts Council and Member of the Presidential Council for Minority Rights. She had also served as Singapore Ambassador to the United States between 1996 and 2012. Academic career Chan graduated with a first-class honours degree in political science from the University of Singapore (now the National University of Singapore) in 1964, and went on to complete a Master of Arts degree at Cornell University in 1967. She subsequently received a PhD from the University of Singapore in 1974. Her thesis was titled: ''The Dynamics of One-party Dominance: A Study of Five Singapore Constituencies''. Darjah Utama Bakti Cemerlang
The Darjah Utama Bakti Cemerlang () is a Singaporean orders and decorations, Singaporean national honour instituted in 1968. It was created to replace the ''Pingat Bakti Chemerlang'' () and is awarded to any person who has performed within Singapore any act or series of acts which constitute distinguished conduct. It may be awarded to people performing acts of distinguished conduct outside Singapore under special circumstances. The medal of the Darjah Utama Bakti Cemerlang is worn as a neck decoration pendant from a ribbon. Recipients are entitled to use the post-nominal letters DUBC. The military equivalent of the award is the Darjah Utama Bakti Cemerlang (Tentera). Ong Keng Yong
Ong Keng Yong (born 6 January 1954) is a Singaporean diplomat who served as the 11th secretary-general of ASEAN between 2003 and 2007. He is currently the Executive Deputy Chairman of the S. Rajaratnam School of International Studies at the Nanyang Technological University. Education Ong graduated from the University of Singapore (now the National University of Singapore) in 1979 with a Bachelor of Laws with honours degree. The Presidential Council for Minority Rights (PCMR) is a non-elected government body in Singapore established in 1970, the main function of which is to scrutinize most of the bill (proposed law), bills passed by Parliament of Singapore, Parliament to ensure that they do not discriminate against any racial or religious community. If the Council feels that any provision in a bill amounts to a differentiating measure, it will report its findings to Parliament and refer the bill back to Parliament for reconsideration. Goh Chok Tong
Goh Chok Tong (born 20 May 1941) is a Singaporean former politician who served as the second prime minister of Singapore from 1990 to 2004 and as a senior minister of Singapore from 2004 to 2011. He served as the secretary-general of the People's Action Party (PAP) from 1992 to 2004 and was the member of Parliament (MP) for Marine Parade SMC from 1976 to 1988, and Marine Parade GRC from 1988 to 2020.
