Carter Ham
Carter Frederick Ham (born 16 February 1952) is a retired United States Army General Officer who served as the second commander of United States Africa Command. As commander of Africa Command, he led Operation Odyssey Dawn, the initial United States role in the 2011 military intervention in Libya. Ham served as the commanding general of the United States Army Europe and Seventh Army from 28 August 2008 to 8 March 2011. Prior to that, he served as Director for Operations (J-3) at the Joint Staff from August 2007 to August 2008 and the commanding general, 1st Infantry Division from August 2006 to August 2007, and was the commander of Operation Able Sentry in Macedonia in the mid-1990s, during the Yugoslav wars. Post-retirement, Ham served as president and CEO of the Association of the United States Army from July 2016 to September 2021. Eagle Scout is the highest rank attainable in the Scouts BSA program of Scouting America. Since its inception in 1911, only four percent of Scouts have earned this rank after a lengthy review process. The Eagle Scout rank has been earned by over 2.75 million youth.
