Capilano—Howe Sound
Capilano—Howe Sound was a federal electoral district in British Columbia, Canada, that was represented in the House of Commons of Canada from 1988 to 1997. This riding was created in 1987 from parts of Capilano and Cariboo—Chilcotin ridings. It was abolished in 1996 when it was merged into West Vancouver—Sunshine Coast riding. It consisted of the northwest part of the North Vancouver District Municipality, the District Municipality of West Vancouver, the part of electoral Area B of the Greater Vancouver Regional District west of the Capilano River and north of Electoral Area A, the Village of Lions Bay, Electoral Area C of the Greater Vancouver Regional District, and the Squamish-Lillooet Regional District, except Electoral Areas A and B and the Village of Lillooet. A riding is an administrative jurisdiction or electoral district, particularly in several current or former Commonwealth countries. Cariboo—Chilcotin was a federal electoral district in British Columbia, Canada, that was represented in the House of Commons from 1979 to 2003. Herbert Grubel
Herbert Gunter Grubel (born February 26, 1934) is a Canadian professor, economist, writer, and former politician. He represented the electoral district of Capilano—Howe Sound in the House of Commons of Canada from 1993 to 1997. Grubel was born in Frankfurt, Germany. As a member of the Reform Party, Grubel defeated former federal cabinet minister Mary Collins in the 1993 election, pushing her into third place. He served as the party's finance critic from 1995 to 1997, and was controversial for his outspoken support of Canada moving toward a flat tax system. Grubel did not run in the 1997 election. As of 2011 he is professor emeritus of economics at Simon Fraser University and senior fellow of the Fraser Institute. He has also worked at the economic faculties of Yale, Stanford, the University of Chicago and the University of Pennsylvania. Mary Collins (politician)
Mary Collins (born September 26, 1940) is a former Canadian politician. She was first elected to the House of Commons of Canada in the 1984 federal election as the Progressive Conservative Member of Parliament for Capilano, British Columbia. She retained her seat in the 1988 federal election for the redistributed riding of Capilano—Howe Sound. She was appointed to the Cabinet of Prime Minister Brian Mulroney as Associate Minister of National Defence from 1989 to 1993. She also served as Minister responsible for the Status of Women from 1990 to 1993. In January 1993, she became Minister of Western Economic Diversification and Minister of State for the environment as well as Status of Women. When Kim Campbell succeeded Mulroney as PC leader and prime minister in June 1993, she promoted Collins to the positions of Minister of National Health and Welfare and Minister of Amateur Sport.
