Local elections were held in Cape Verde on 21 March 2004. The Movement for Democracy (MpD) won in the municipalities of Boa Vista, Paul, Porto Novo, São Domingos and Tarrafal, the MpD-affiliated Ribeira Grande Democratic Group (GDRG) won in Ribeira Grande, while the African Party for the Independence of Cape Verde (PAICV) won in the municipalities of Mosteiros, Praia the capital, Santa Catarina do Fogo and São Filipe. Sal (Portuguese for "salt") is an island in Cape Verde. Sal is a tourist destination with white sandy beaches and over 350 days of sunshine a year. Situated in the western part of the island of Fogo, it covers 49% of the island area (228.84 km2), and is home to 60% of its population (22,248 at the 2010 census). Its seat is the city São Filipe. São Domingos is a ''Administrative divisions of Cabo Verde, concelho'' (municipality) of Cape Verde. It is situated in the southeastern part of the island of Santiago, Cape Verde, Santiago. Its seat is the city São Domingos, Cape Verde, São Domingos (''Várzea da Igreja''). Its population was 13,699 at the 2010 census, and its area is 147.5 km2. Economy Its economy is based in agriculture, in which rural population produces agricultural commodities for export to larger markets in Praia, Assomada and Fogo.
