Alien Terrorist Removal Court
The United States Alien Terrorist Removal Court is a special court in the United States created in 1996 which has never conducted proceedings. It consists of five Article III judges, selected by the Chief Justice of the United States. Its job is to determine whether Alien (law), aliens (non-citizens) should be deported from the United States on the grounds that they are terrorists. The Court is modeled after the United States Foreign Intelligence Surveillance Court, and was created by , the Antiterrorism and Effective Death Penalty Act of 1996, codified at . The court has never received an application from the Attorney General for the removal of an alien terrorist, and has therefore conducted no proceedings. Harold Albert Baker (born October 4, 1929) is a former United States district judge of the United States District Court for the Central District of Illinois, with chambers in Urbana, Illinois. He was originally appointed to the United States District Court for the Eastern District of Illinois in 1978 by Jimmy Carter and then reassigned to the newly-created Central District in 1979. He became a senior judge in 1994. He was also a judge of the United States Foreign Intelligence Surveillance Court until 2005. Education and career Born in 1929, in Mt. James Chris Cacheris (born March 30, 1933) is a former United States district judge of the United States District Court for the Eastern District of Virginia. William Clark O'Kelley (January 2, 1930 – July 5, 2017) was a United States district judge of the United States District Court for the Northern District of Georgia. Education and career Born in Atlanta, Georgia, O'Kelley received an Artium Baccalaureus degree from Emory University in 1951 and a Bachelor of Laws from Emory University School of Law in 1953. He was in the United States Air Force from 1953 to 1957, thereafter remaining in the United States Air Force Reserve until 1966.
