Each governorate is headed by a Governor appointed by a ministerial decree for a period of 4 years which can be renewed upon the proposal of the Prime Minister of Kuwait, Prime Minister. History The beginning of the formation of governorates in the State of Kuwait started in 1962 with the Emiri decree No. 6 which divided the Kuwait into three governorates i.e. Al Asimah Governorate (Kuwait), Asimah Governorate, Hawalli Governorate and Ahmadi Governorate. Hawalli Governorate ( ) is one of the six governorates of Kuwait, consisting of the following areas: Nawaf Al-Ahmad Al-Jaber Al-Sabah became governor in 1962. The Kuwaiti Division One () is a second-tier professional Kuwaiti football league. Winners of the league are promoted to the Kuwait Premier League. Kuwaiti Division One was introduced for the 2006–07 season, when the bottom 6 clubs in the Premier League were relegated to Division One.
