Adrien Duval
Adrien Charles Duval (born 21 September 1990) is a Mauritian politician and barrister who was the Speaker of the National Assembly. Early life, education & career Adrien Duval is the son of Xavier-Luc Duval, leader of the PMSD, and Jennifer Duval and grand son of Sir Gaëtan Duval. His father and grandfather are both former deputy prime ministers. After completing legal studies at the University of Kent and the University of Law in England, Adrien Duval returned to Mauritius and started his pupillage at the Office of the Director of Public Prosecution under Rashid Ahmine's supervision. He then continued his training at the law firms of Marc Hein and Rajesh Bucktowonsing. Political career At the December 2014 general elections Adrien Duval was elected in Constituency No. 17 Curepipe-Midlands under the banner of the PMSD, and soon afterwards was nominated as Deputy Speaker of the National Assembly (Mauritius). The National Assembly () is Mauritius's unicameral legislature, which was called the Legislative Assembly from 1968 until 1992, when the country became a republic. Prior to 1968 and under British rule it was known as the Legislative Council. The Constitution of Mauritius provides for the parliament of Mauritius to consist of the President and the National Assembly. The parliament of Mauritius is modelled after the Westminster system of parliamentary democracy, where members of parliament are voted in at regular general elections, on the basis of a first past the post system. Mauritian Creoles are the people on the islands of Mauritius, Rodrigues, Agaléga and the Chagos Archipelago and in the wider overseas Mauritian diaspora who trace their roots to continental Africans who were brought to Mauritius under slavery from the seventeenth to the nineteenth century. The majority of these enslaved people came from the region in and around modern day Mozambique and Madagascar (with significant minorities from other parts of Africa and even some from Asia). Creole peoples (a grouping which Mauritian Creoles are a part of) can be found on other islands in the Mascarene Islands (including Reunion island and the Seychelles) and these groups all share cultural and linguistic connections with one another stemming from the common heritage of their African ancestors. Best Loser System
The Best Loser System (BLS) refers to the method used in Mauritius since the 1950s to guarantee ethnic representation across the entire electorate in the National Assembly without organising the representation wholly by ethnicity. The BLS was strongly advocated by Comité d'Action Musulman (CAM) leader Abdool Razack Mohamed after none of the 6 Muslim candidates, including himself, was elected at the 1948 general elections. Mohamed was supported by Labour Party's Seewoosagur Ramgoolam and IFB's Sookdeo Bissoondoyal during his lobby for the BLS. Despite having been devised to ensure ethnoreligious representation in Parliament, the Best Loser System has allowed the existence of a parliamentary opposition on three occasions, namely in 1982, 1995 and 2024 when none of the elected members were from the opposition.
