ASEAN–European Union Relations
The ASEAN–European Union relations are the bilateral foreign relations between the two organisations; the European Union (EU), and the Association of Southeast Asian Nations (ASEAN). EU and ASEAN have been interacting with each other on the economic, trade, and political levels for more than four decades. The partnership between the EU and ASEAN dates back to 1972, when the EU (then known as the European Economic Community (EEC)) established ties with ASEAN. Bilateralism
Bilateralism is the conduct of political, economic, or cultural relations between two sovereign states. It is in contrast to unilateralism or multilateralism, which is activity by a single state or jointly by multiple states, respectively. When states recognize one another as sovereign states and agree to diplomatic relations, they create a bilateral relationship. States with bilateral ties will exchange diplomatic agents such as ambassadors to facilitate dialogues and cooperations. Economic agreements, such as free trade agreements (FTAs) or foreign direct investment (FDI), signed by two states, are a common example of bilateralism. Since most economic agreements are signed according to the specific characteristics of the contracting countries to give preferential treatment to each other, not a generalized principle but a situational differentiation is needed. ASEAN Charter
The ASEAN Charter is a constituent instrument of the Association of Southeast Asian Nations (ASEAN). It was adopted at the 13th ASEAN Summit in November 2007. The intention to draft the Charter had been formally proposed at the 11th ASEAN Summit held in December 2005 in Kuala Lumpur, Malaysia. Ten ASEAN leaders, one from each member state, called the ASEAN Eminent Persons Group (EPG) were assigned to produce recommendations for the drafting of the charter. At the 12th ASEAN Summit held in January 2007 in Cebu, the Philippines, several basic proposals were made public. ASEAN leaders agreed during the summit to set up a "high level task force on the drafting of the ASEAN Charter" composed of ten high level government officials from the ten member countries.
