2007 Morocco–Spain Diplomatic Conflict
The 2007 Morocco–Spain diplomatic conflict was a short-lived disturbance of international relations between Morocco and Spain that arose after the announcement of the impending visit of Juan Carlos I to the Spanish-ruled autonomous cities Ceuta and Melilla, which are claimed by Morocco. The dispute formally began when the Government of Morocco recalled its ambassador to Spain, Omar Azziman. According to a diplomatic note from the Ministry of Foreign Affairs and Cooperation of Morocco, "The official announcement on Friday of the unfortunate visit of His Majesty King Juan Carlos I, on 5 and 6 November to the two occupied cities of Ceuta and Melilla is a regrettable initiative, whatever are the motives and objectives." The Assembly of Melilla () is the representative institution of the autonomous city of Melilla, an exclave of Spain located on the north coast of Africa. As autonomous cities lack legislative powers, which are reserved only to the Cortes Generales and the legislatures of the autonomous communities, the Assembly of Melilla is more akin to a city council with increased prerogatives, including the right to table bills and to demand the introduction of government bills, than to a legislature. Elena Salgado Méndez () (born 12 May 1949 in Ourense) is a Spanish politician of the Spanish Socialist Workers' Party (PSOE) who served as Deputy Prime Minister of Spain and held several ministerial portfolios during her political career.
