1988 Constituent Assembly
The 1988 Constituent Assembly ( pt, Assembléia Constituinte de 1988), also known as the National Constituent Assembly ( pt, Assembléia Nacional Constituinte) was a constituent assembly held in Brasília to establish Brazil's new democratic Constitution after 21 years under military rule. In November 1986, general elections were held to elect the members of the Constituent Assembly, which took office on February 1, 1987. Ulysses Guimarães, from the Brazilian Democratic Movement Party (''Partido do Movimento Democrático Brasileiro - PMDB'') of São Paulo, served as president of the Assembly. Unicameral
Unicameralism (from ''uni''- "one" + Latin ''camera'' "chamber") is a type of legislature, which consists of one house or assembly, that legislates and votes as one. Unicameral legislatures exist when there is no widely perceived need for multicameralism (two or more chambers). Many multicameral legislatures were created to give separate voices to different sectors of society. Multiple houses allowed, for example, for a guaranteed representation of different social classes (as in the Parliament of the United Kingdom or the French States-General). Sometimes, as in New Zealand and Denmark, unicameralism comes about through the abolition of one of two bicameral chambers, or, as in Sweden, through the merger of the two chambers into a single one, while in others a second chamber has never existed from the beginning. Multiple Non-transferable Vote
The multiple non-transferable vote (MNTV) is a group of voting system, in which voters elect several representatives at once, with each voter having more than one vote. MNTV uses multi-member electoral districts or only one district, which contains all voters, which is used to provide at-large representation. MNTV systems are not designed towards obtaining proportional representation; instead the usual result is that where the candidates divide into definitive parties (especially for example where those parties have party lines which are whipped) the most popular party in the district sees its full slate of candidates elected, resulting in a landslide. The exceptions to this are Limited Voting or Cumulative Voting, both of which are brought in on purpose to produce diverse representation—minority representation as well as representation of the largest group. José Sarney
José Sarney de Araújo Costa (; born José Ribamar Ferreira de Araújo Costa; 24 April 1930) is a Brazilian politician, lawyer, and writer who served as 31st president of Brazil from 1985 to 1990. He briefly served as the 20th vice president of Brazil for a month between April and May 1985. Sarney was a member of the Chamber of Deputies from 1955 until 1966 and of the Senate from 1971 until 1985. He was also the Governor of Maranhão from 1966 until 1970. During the Brazilian military dictatorship, Sarney affiliated himself with the government party, ARENA, becoming the president of the party in 1979. Sarney joined the dissenters, and was instrumental in the creation of the Liberal Front Party. Sarney ran for Vice-President on the ticket of Tancredo Neves of PMDB, formerly the opposition party to the military government. The Brazilian Democratic Movement ( pt, Movimento Democrático Brasileiro, MDB) is a Brazilian political party. It is considered a "big tent party" and it is one of the parties with the greatest representation throughout the national territory, with the most numbers of senators, mayors and city councillors, always having formed a large plurality at the National Congress since 1988, and also has the largest number of affiliates, with 2,131,547 members as of 2022. Originally, the MDB was founded on 1965 as part of an enforced two party system by the Brazilian military dictatorship, providing an official, if controlled, opposition.
