The 1890 United States House of Representatives elections were held in the middle of President Benjamin Harrison's term. A stagnant economy which became worse after the Panic of 1890, combined with a lack of support for then Representative William McKinley's (defeated in the election) steep tariff act, which favored large industries at the expense of consumers, led to a sharp defeat for Harrison's Republican Party, giving a large majority to the Democratic Party and presaging Harrison's defeat in the 1892 United States presidential election. The Republican-controlled Congress was highly criticized for its lavish spending, and it earned the unflattering nickname of The Billion Dollar Congress. The Temperance movement in the United States is a movement to curb the consumption of alcohol. It had a large influence on American politics and American society in the nineteenth and twentieth centuries, culminating in the prohibition of alcohol, through the Eighteenth Amendment to the United States Constitution, from 1920 to 1933. There is some disagreement whether the policies were a 'failure' or whether they triggered an increase organized crime, though that remains a commonly held belief. Several years after Prohibition policies were lifted, alcohol use remained significantly lower but eventually rose to pre-prohibition levels. Crimes that were associated with excessive drinking such as domestic abuse also saw a sharp decline during Prohibition. Alcohol consumption is much lower than it was in early 1900's. Robert Henry Whitelaw (January 30, 1854 – July 27, 1937) was a U.S. Representative from Missouri. Born on a farm near Lloyds, Virginia, Whitelaw moved with his father to Cape Girardeau County, Missouri, in 1856. He returned to Essex County, Virginia, in 1866. He attended private schools in Tappahannock and Staunton, Virginia, and the law department of the University of Michigan at Ann Arbor. He was admitted to the bar in 1873 and commenced practice in Cape Girardeau, Missouri. City attorney in 1873. He served as prosecuting attorney of Cape Girardeau County in 1874–1878. He served as member of the State house of representatives in 1883 and 1887.
