1999–2000 Toto Cup Al
The 1999–2000 Toto Cup Al was the 16th season of the third-most important football tournament in Israel since its introduction. This was the first edition to be played with both Israeli Premier League and Liga Leumit clubs. The competition began on 6 August 1999 and ended on 15 February 2000, with Maccabi Petah Tikva beating Maccabi Haifa 4–1 in the final. Format change Starting with this edition, the competition was played as a knock-out tournament, with the first two rounds played over two legs, with ties from the quarter-finals and on were decided in a single match. The Israel Toto Cup (, ''Gvia Ha'Toto'') is an association football tournament that features clubs in the two highest divisions in Israel: the Israeli Premier League Ligat ha'Al, Ligat Ha'Al; and the Israeli 2nd division Liga Leumit. Both of these leagues are featured separately for the Israel Toto Cup – at a distinct seasonal tournament for each of these two. They are simply referred to as ''Toto Cup Al'' and ''Toto Cup Leumit'', in many global media outlets. From 1999 to 2009, the tournament was also open to clubs from the Liga Artzit, third division, until the cancellation of Liga Artzit. Away Goals Rule
The away goals rule is a method of tiebreaking in association football and other sports when teams play each other twice, once at each team's home ground. Under the away goals rule, if the total goals scored by each team are equal, the team that has scored more goals " away from home" wins the tiebreaker. This is sometimes expressed by saying that away goals "count double" in the event of a tie, though in practice the team with more away goals is simply recorded as the victor, rather than having additional or 'double' goals added to their total.
