The 1999–2000 Liga Bet season saw 153 clubs competing in 11 regional divisions for promotion to 2000–01 Liga Bet, Liga Bet. Beitar Safed F.C., Beitar Safed, Hapoel Maghar F.C., Hapoel Maghar, Hapoel Bnei Manda F.C., Hapoel Bnei Manda, Hapoel Yafa F.C., Hapoel Yafa, Maccabi Tzur Shalom F.C., Maccabi Tzur Shalom, Hapoel Baqa al-Gharbiyye F.C., Hapoel Baqa al-Gharbiyye, Shimshon Bnei Tayibe F.C., Shimshon Bnei Tayibe, Maccabi Yehud F.C., Maccabi Yehud, Beitar Holon F.C., Beitar Holon, Hapoel Sde Uzziah/Be'er Tuvia F.C., Hapoel Sde Uzziah/Be'er Tuvia and Hapoel Rahat F.C., Hapoel Rahat won their regional divisions and promoted to Liga Bet. Second placed clubs, Hapoel Ramot Menashe Megiddo F.C., Hapoel Ramot Menashe Megiddo, Hapoel Aliyah Kfar Saba F.C., Hapoel Aliyah Kfar Saba, Maccabi Ironi Bat Yam F.C., Maccabi Holon, Beitar Kiryat Gat F.C., Beitar Kiryat Gat and Moadon Tzeirei Rahat were also promoted, after several vacancies were created in 1999–2000 Liga Bet, Liga Bet.

Liga Bet
Liga Bet () is the fourth tier of the Israeli football league system. It is divided into four regional divisions. History League football started in Israel in 1949–50, a year after the Israeli Declaration of Independence. However, the financial and security crises gripping the young nation caused the 1950–51 season to be abandoned before it had started. When football resumed in 1951–52, the new top division went by the name of Liga Alef with Liga Bet as the second division. The 1952–53 season was also not played, and Liga Bet resumed in 1953–54. In the 1955–56 season, Liga Leumit came into existence as the new top division, with Liga Alef becoming the second division and Liga Bet demoted to the third division. Restructuring in 1976 saw the creation of Liga Artzit as a new second tier, and the second demotion of Liga Bet, as it became the fourth division. Hapoel (, ) is an Israeli Jewish sports association established in 1926 by the Histadrut Labor Federation. History During the British Mandate of Palestine period Hapoel had a bitter rivalry with Maccabi and organized its own competitions, with the exception of football, the only sport in which all the organizations played each other. At the time, Hapoel took no part in the ''Eretz Israel Olympic Committee'', which was controlled by Maccabi, and instead sought for international ties with similar workers sports organizations of socialist parties.
