The 1999 Vuelta a Castilla y León was the 14th edition of the Vuelta a Castilla y León cycle race and was held on 1 August to 5 August 1999. The race started in Valladolid and finished in Grajera. The race was won by Leonardo Piepoli. Leonardo Piepoli
Leonardo Piepoli (born 29 September 1971 in La Chaux-de-Fonds, Switzerland) is a former Italy, Italian professional Bicycle road racing, road racing cyclist. He most recently rode for on the UCI ProTour, but had his contract suspended in July 2008 during the Tour de France amid allegations of the use of the blood boosting drug EPO in the team. He was later suspended for two years, which effectively ended his career. Career He is a record four-time winner (1995, 1999, 2003, 2004) of the Subida a Urkiola. Piepoli is a specialist climber, and this was shown in the 2006 Giro d'Italia, where he was one of the strongest riders in the mountains and won two stages. Francisco Mancebo Pérez (born 9 March 1976) is a Spanish professional cyclist, who currently rides for UCI Continental team . He initially rode for team , but moved to in 2006. Mancebo is a stage race specialist, with good climbing and individual time trial performances. He was the winner of the Spanish National Road Race Championships in 2004, and finished third in the Vuelta a España. He finished sixth in the 2004 Tour de France and fourth in the 2005 Tour de France. He also won a stage of the 2005 Vuelta a España and finished fourth in the general classification. Carlos Sastre
Carlos Sastre Candil (; born 22 April 1975) is a former Spanish professional road bicycle racer and winner of the 2008 Tour de France. He consistently achieved outstanding results in the Vuelta a España and in the Tour de France. Sastre established himself as a strong and stable climbing specialist, and after working to improve his individual time trial skills, he became a contender for the top GC spots in the Grand Tours. In total, Sastre finished in the top ten of fifteen Grand Tours during his career, and finished on the podium of each of them. Sastre never tested positive for drugs, nor was he implicated in any doping investigation, even though he performed at the top level of cycling. Georg Totschnig (born 25 May 1971) is an Austrian former road bicycle racer who raced professionally between 1993 and 2006. He won the Austrian National Road Race Championships in 1997 and 2003. He also rode at three Olympic Games. Career In 1989, Totschnig became the Junior Austrian National Time Trial Champion. He turned professional with the Italian Lampre – Polti team in 1993, remaining with the team in 1994 when Polti became the main sponsor for the first time. Dave Bruylandts (born 12 July 1976 in Lier) is a Belgian former professional road bicycle racer. Bruylandts was tested positive for EPO use in 2004 and was banned for 18 months. Alberto Elli (born 9 March 1964) is an Italian former road racing cyclist, who wore the yellow jersey for 4 days in the 2000 Tour de France. Elli was called up late for the 2000 Tour de France, and after a group of 12 cyclists stayed away from the others, Elli became a surprise leader, being the second oldest cyclist in the peloton. He kept the yellow jersey until the Pyrenées mountains, where he lost it to Lance Armstrong. After retiring, he worked as a directeur sportif for several professional teams. Palmans (cycling Team)
Palmans was a Belgian professional road and cyclo-cross cycling team that existed from 1993 until 2010. The team underwent many different name changes throughout its existence, but was always sponsored by Palmans, an international road transport company. In 2000, the team merged with Collstrop, another Belgian team. The team disbanded for two years in 2004. Part of the staff and Palmans, the main sponsor, helped form a new Belgian team, .
