1991 Manx General Election
General elections were held on the Isle of Man on the 21 November 1991 to elect members to the island's lower house: the House of Keys. Independents dominated and won 21 of the 24 seats, whilst the Manx Labour Party once again won three seats. Electoral system The electoral system was changed in 1982 to single transferable vote with the Representation of the People (Preferential Voting) Act. Campaign A total of 73 candidates contested the elections, of which 68 ran as independents and five as party candidates. The Manx Labour Party nominated three candidates, David Cretney, Peter Karran and Bernie May, all of whom were incumbents. The Green Party nominated two, John Rimington and Graham Joughin. Results Five of the elected members were newcomers to the House of Keys. In Douglas West, Basil Cowin and Jim Mitchell were tied in last place at the second count, resulting in them having to draw lots to determine who progressed to the third count, with Callow progressing. Ayre
Ayre ( ; ) is one of the six sheadings of the Isle of Man. It is located in the north of the island (part of the traditional ''North Side'' division) and consists of the three historic parishes of Andreas, Bride and (Kirk Christ) Lezayre. The town of Ramsey, which is administered separately, covers areas of two historic parishes (Lezayre, and Maughold in the sheading of Garff). It is treated as part of Garff for some purposes, e.g. the coroner. Other settlements in the sheading include Glen Auldyn and Sulby (both in the parish of Lezayre). Etymology The derivation of the word ''ayre'' is from Old Norse "eyrr", meaning a shingle beach. It refers to a storm beach forming a narrow spit of shingle or sand cutting across the landward and seaward ends of a shallow bay. Alex Downie
Alexander Frank Downie, OBE, MLC (born 1945, Douglas) is a Manx politician and former marine engineer. He is a member of the Legislative Council of the Isle of Man and a former Trade and Industry Minister of the Government. He was a Member of the House of Keys from 1991 until his election to the Legislative Council in 2005. Before going into politics, he was marine seagoing engineer for various companies and self-employed in the heating maintenance business. Personal life Downie was born in 1945 in Douglas, Isle of Man. James Cain (Manx Politician)
The Honourable James Crookall Cain FCA (19 March 1927 – 5 May 2019) was a Manx politician, who was the Speaker of the House of Keys and former Minister of the Isle of Man Government and Member of the House of Keys for the constituency of Douglas West. Cain was elected as MHK in 1986 and re-elected in 1991. Formerly he was a Chartered Accountant and Partner at Pannell Kerr Forster. Cain became acting Speaker of the House of Keys in 1990, before taking on the role permanently in 1991. He served until 1999. Jim Cain was born on 19 March 1927, and died on 5 May 2019, at the age of 92. Adrian Duggan
Adrian is a form of the Latin given name Adrianus or Hadrianus. Its ultimate origin is most likely via the former river Adria from the Venetic and Illyrian word ''adur'', meaning "sea" or "water". The Adria was until the 8th century BC the main channel of the Po River into the Adriatic Sea but ceased to exist before the 1st century BC. Hecataeus of Miletus (c.550 – c.476 BC) asserted that both the Etruscan harbor city of Adria and the Adriatic Sea had been named after it. Emperor Hadrian's family was named after the city or region of Adria/Hadria, now Atri, in Picenum, which most likely started as an Etruscan or Greek colony of the older harbor city of the same name.
