Østfold County Municipality
Østfold County Municipality () is the regional governing administration of Østfold county in Norway. The county municipality was established in its most early form on 1 January 1976 when the law was changed to allow elected county councils in Norway. The county municipality was dissolved on 1 January 2020, when Østfold was merged with the neighboring counties of Akershus and Buskerud, creating the new Viken county which is led by the Viken County Municipality. On 1 January 2024, following the dissolution of Viken county, the county municipality of Østfold was re-established. The administrative seat is located in Sarpsborg. The main responsibilities of the county municipality includes the running of the 11 upper secondary schools with about 10,000 pupils. It manages all the county roadways, public transport, dental care, culture, and cultural heritage sites in the county. Public transport is managed through Østfold Kollektivtrafikk. A county municipality in Norway () is a public elected body that is responsible for certain public administrative and service tasks within a county. Each county consists of county municipality, with the exception of Oslo, which is both a municipality and a county municipality. The main responsibility of the county municipalities are upper secondary schools, dental care, public transport, county roads, culture, cultural heritage management, land use planning and business development. Each county municipality's main body is the county council (''fylkesting''), elected by direct election by all legal residents every fourth year. Arne Øren
Arne Øren (born 29 December 1943) is a Norwegian politician for the Norwegian Labour Party, Labour Party. He graduated from the University of Oslo with a cand.mag. degree in 1968, and later took courses which enabled him to be a teacher. He taught in middle schools in Slemmestad, Spikkestad and Rolvsøy until 1982. He was elected to the municipal council (Norway), municipal council of Rolvsøy in 1975. He became deputy mayor from 1980 to 1982, and mayor from 1982 to 1991. He remained a council member until Rolvsøy municipality ceased to exist. Øren instead concentrated on the position of county mayor () of Østfold, which he became following the 1991 Norwegian local elections, 1991 election.
