ﾃ］gel Vicente "Chacho" Peﾃｱaloza (October 2, 1798 – November 12, 1863) was a military officer and provincial leader prominent in both the history of La Rioja province (Argentina), La Rioja province and the Argentine civil wars that preceded national unity. Life and times Early life and military experience Peﾃｱaloza was born in Sierra de los Llanos, a rural community in the Argentine province of La Rioja. Raised in privileged circumstances, he was educated by a priest. The priest, an uncle of the young Peﾃｱaloza, nicknamed him ''Chacho'' (a diminutive form of ''muchacho'', Spanish for "guy"). He enrolled in the provincial militia, and fought under the command of Captain Juan Facundo Quiroga, reaching the rank of captain by 1826. Peﾃｱaloza fought in this capacity in the battles of Battle of Rincﾃｳn de Valladares, Rincﾃｳn de Valladares (1827), Battle of La Tablada, La Tablada (1829), and Battle of Oncativo, Oncativo (1830). La Rioja (), officially Province of La Rioja is a province of Argentina located in the west of the country. The landscape of the province consists of a series of arid to semi-arid mountain ranges and agricultural valleys in between. It is in one of these valleys that the capital of the province, the city of La Rioja, lies. Neighboring provinces are, from the north clockwise, Catamarca, Cﾃｳrdoba, San Luis and San Juan. The Triassic sauropodomorph dinosaur '' Riojasaurus'' is named after the province. History Petroglyphs created by early indigenous peoples at the Talampaya National Park are dated around 10,000 years BC. Succeeding cultures of indigenous peoples developed here. The Diaguita, Capayan and the Olongasta peoples inhabited the territory of present-day La Rioja Province at the time of encounter with the Spanish colonists in the 16th century. The Federalist Party was the nineteenth century Argentine political party that supported federalism. It opposed the Unitarian Party that claimed a centralised government of Buenos Aires Province, with no participation of the other provinces of Argentina, provinces of the custom taxes benefits of the Buenos Aires port. The ''federales'' supported the autonomy of the provincial governments and the distribution of external commerce taxes among the provinces. The federalists advocated a form of political organization that would ensure coexistence between autonomous provinces and a central government with limited powers. They took as a model the federalism of the United States. The view on the most prominent historical leader of the movement is controversial. Juan Manuel de Rosas is considered by his detractors as a "dictator".
