Ábalos () is a municipality in the autonomous region of La Rioja (Spain), La Rioja, Spain. Located in Rioja Alta, on the left bank of the river Ebro, near Haro. It is bounded on the north by the Toloño mountains, on the south by San Asensio and Baños de Ebro, on the east by Samaniego, Spain, Samaniego and Villabuena de Álava, and to the west by San Vicente de la Sonsierra. History In the Albeldense Chronicle the famous expedition conducted by Alfonso I, king of Asturias along the banks of the Ebro River, Ebro in 740 is mentioned. At that time, Ábalos was a part, as most of the mainland, of the Muslim kingdom of Córdoba, Andalusia, Córdoba. José Luis Ábalos
José Luis Ábalos Meco (born 9 December 1959) is a Spanish politician serving as member of the Congress of Deputies since 2009. A long-time member of the Spanish Socialist Workers' Party, he was expelled from the party in 2025 for his involvement in a corruption scandal. He served as minister of Development (of Transport, Mobility and Urban Agenda since 2020) of the Government of Spain from 2018 to 2021, in the cabinets chaired by Pedro Sánchez. He was also the Secretary of Organization of his party from 2017 to 2021. Biography Ábalos was born in Torrent, Valencia in 1959. He is the son of bullfighter Heliodoro Ábalos "Carbonerito" and the grandson of a Civil Guard officer, Julián Meco, who died in active service because of a pneumonia during the Revolution of 1934.
