, the development cost US$5 million and began with the demolition of the former jail, in early 2005. The chapel, however, was restored and converted into an arts center. A 6,400 m² (68,000 ft²) shopping gallery was developed over the ruins, including two restaurants, two bars, and storefronts reserved for wine, leather and handicrafts retailers. The "Good Pastor's Promenade" was inaugurated on August 4, 2007.
