Commercial broadcasting (also called private broadcasting) is the broadcasting of television programs and radio programming by privately owned corporate media, as opposed to state sponsorship. It was the United States′ first model of radio (and later television) during the 1920s, in contrast with the public television model in Europe during the 1930s, 1940s and 1950s, which prevailed worldwide, except in the United States and Brazil, until the 1980s. Broadcasting is the distribution of audio or video content to a dispersed audience via any electronic mass communications medium, but typically one using the electromagnetic spectrum ( radio waves), in a one-to-many model. Public Service Responsibility of Broadcast Licensees was a report published in 1946 by the (U.S.) Federal Communications Commission (FCC), which sought to require radio broadcasters in the United States to abide by a number of public service requirements. The report was informally and commonly referred to as the FCC Blue Book because of the report's blue cover. The Blue Book bound the privilege of holding a lucrative and scarce radio broadcast license to certain public service requirements. The Blue Book specified the requirements and tied failure to meet these obligations to hearings and to the potential revocation of a broadcast license.
