He was Speaker of the House of Assembly of Newfoundland and Labrador from 1993 until 1995. Dicks served in the provincial cabinet as Minister of Justice and Attorney General from 1989 to 1991 and from 1998 to 1999, as Minister of Finance and President of Treasury Board from 1995 to 2000 and as Minister of Mines and Energy from 2000 to 2001.
