His appointment was a result of a head-on collision between two vehicles that killed seven people, including two children, a pregnant woman and a Fort McMurray pastor. Twinning of the highway had begun in 2006 but only 16 kilometres had been completed at the time of the accident and 123 people had been killed on the road since 2000. Allen's report was published on July 2, 2012 and included 22 suggestions for reducing reckless driving on the highway. Allen is married. He has two children from his first marriage and three grandchildren. He moved to Fort McMurray in 1993 to take over a music store called Campbell's Music, which had opened in 1976. He served on the board for the Fort McMurray's Chamber of Commerce, and later served two terms as president. He also volunteered with the Fort McMurray
