third district of the city of Manila from 1998 to 2004. When he ran in the 1998 and 2001 elections, his citizenship was questioned by political rivals alleging him to not have Filipino citizenship but the

In 2013, Angping and Edmund Montanes, president of Philcare Manpower Services, a janitorial firm, was charged with
graft before the
Sandiganbayan for the alleged connivance of the two in hiring 80 personnel without public bidding and authority from the PSC board in 2009. In December 2018, they were acquitted of their graft charges by the Sandiganbayan.
