Baja California is a state in Northwest Mexico that is divided into seven municipalities. According to the 2020 Mexican Census, Baja California is the 13th most populous state with inhabitants and the 12th largest by land area spanning . Municipalities in Baja California are administratively autonomous of the state according to the 115th article of the 1917 Constitution of Mexico. Their legal framework derives from Title VI of the state Constitution and the state's 2001 Law of the Municipal Regime. Every three years, citizens elect a municipal president (Spanish: ''presidente municipal'') by a plurality voting system who heads a concurrently elected municipal council (''ayuntamiento'') responsible for providing public services for their constituents. Ensenada Municipality, Baja California
The municipality ( es, link=no, municipio) of Ensenada is the fourth-largest municipality in Mexico with a land area of in 2020, about the same size as Hidalgo state and larger than five Mexican states. Located offshore, Cedros Island and Guadalupe Island are part of the municipality, making Ensenada the westernmost municipality in Mexico and Latin America. San Quintín is a city in San Quintín Municipality, Baja California, located on the Pacific Coast of Mexico. The city had a population of 4777 in 2011. Rosarito Beach Municipality
Playas de Rosarito Municipality ( es, Municipio de Playas de Rosarito) is located in the northwestern part of the Mexican state of Baja California comprising part of the Tijuana metropolitan area.
