Incident Command System
The Incident Command System (ICS) is a standardized approach to the command, control, and coordination of emergency response providing a common hierarchy within which responders from multiple agencies can be effective. ICS was initially developed to address problems of inter-agency responses to wildfires in California and Arizona but is now a component of the National Incident Management System (NIMS) in the US, where it has evolved into use in all-hazards situations, ranging from active shootings to hazmat scenes. In addition, ICS has acted as a pattern for similar approaches internationally. Overview ICS consists of a standard management hierarchy and procedures for managing temporary incident(s) of any size. ICS procedures should be pre-established and sanctioned by participating authorities, and personnel should be well-trained prior to an incident. ICS includes procedures to select and form temporary management hierarchies to control funds, personnel, facilities, equipmen ...

Communication
Communication (from la, communicare, meaning "to share" or "to be in relation with") is usually defined as the transmission of information. The term may also refer to the message communicated through such transmissions or the field of inquiry studying them. There are many disagreements about its precise definition. John Peters argues that the difficulty of defining communication emerges from the fact that communication is both a Universality (philosophy), universal phenomenon and a Communication studies, specific discipline of institutional academic study. One definitional strategy involves limiting what can be included in the category of communication (for example, requiring a "conscious intent" to persuade). By this logic, one possible definition of communication is the act of developing Semantics, meaning among Subject (philosophy), entities or Organization, groups through the use of sufficiently mutually understood signs, symbols, and Semiosis, semiotic conventions. Coordinated Incident Management System
The New Zealand Co-ordinated Incident Management System (CIMS) is New Zealand's system for managing the response to an incident involving multiple responding agencies. Its developers based the system on California's Incident Command System (ICS) - developed in the 1970s - and on other countries' adaptations of ICS, such as Australia's Australasian Inter-Service Incident Management System (AIIMS).New Zealand Fire Service Commission, p.8, 1998. The CIMS is intended as a generic framework, to be adapted for each situation by those involved in the response. For example, while there are four management ''functions'', the incident itself determines the size of the incident management team. In an isolated incident, a single officer may perform all of functions; in a very complex incident each function could be sub-divided. Instead, CIMS emphasises consistent terminology, a single multi-agency Incident Control Point for each site or, where possible, wider incident, and planning tools acr ...

New Zealand
New Zealand ( mi, Aotearoa ) is an island country in the southwestern Pacific Ocean. It consists of two main landmasses—the North Island () and the South Island ()—and over 700 smaller islands. It is the sixth-largest island country by area, covering . New Zealand is about east of Australia across the Tasman Sea and south of the islands of New Caledonia, Fiji, and Tonga. The country's varied topography and sharp mountain peaks, including the Southern Alps, owe much to tectonic uplift and volcanic eruptions. New Zealand's capital city is Wellington, and its most populous city is Auckland. The islands of New Zealand were the last large habitable land to be settled by humans. Between about 1280 and 1350, Polynesians began to settle in the islands and then developed a distinctive Māori culture. In 1642, the Dutch explorer Abel Tasman became the first European to sight and record New Zealand. In 1840, representatives of the United Kingdom and Māori chiefs ...

National Response Plan
The National Response Plan (NRP) was a United States national plan to respond to emergencies such as natural disasters or terrorist attacks. It came into effect in December 2004, and was superseded by the National Response Framework on March 22, 2008. Background The federal government first actively engaged in emergency management by passing the Congressional Relief Act of 1803, which provided relief after a devastating fire in Portsmouth, New Hampshire. For about the next 150 years, the federal government took a reactive role in emergency response until passing the Federal Civil Defense Act of 1950. No comprehensive plan for federal emergency response existed until 1979, when President Jimmy Carter signed an executive order creating the Federal Emergency Management Agency (FEMA). FEMA was first charged to absorb emergency response duties from multiple agencies with disjointed plans. In 1988 the Stafford Disaster Relief and Emergency Assistance Act became law. The Stafford Act es ...

Federal Emergency Management Agency
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle ''Columbia'' in the 2003 return-flight disaster. While on-th ...

Emergency Services
Emergency services and rescue services are organizations that ensure public safety and health by addressing and resolving different emergencies. Some of these agencies exist solely for addressing certain types of emergencies, while others deal with ad hoc emergencies as part of their normal responsibilities. Many of these agencies engage in community awareness and prevention programs to help the public avoid, detect, and report emergencies effectively. Emergency services are often considered first responders. Emergency services have one or more dedicated emergency telephone numbers reserved for critical emergency calls. In many countries, one number is used for all of the emergency services (e.g. 911 in the Americas, 999 in the United Kingdom, 112 in continental Europe, 000 in Australia). In some countries, each emergency service has its own emergency number (e.g. 110 for police, 118 for coast guard, 119 for fire and medical in Japan; 110 for police, 119 for fire, 120 for medical ...
