Home Rule
Home rule is government of a colony, dependent country, or region by its own citizens. It is thus the power of a part (administrative division) of a state or an external dependent country to exercise such of the state's powers of governance within its own administrative area that have been decentralized to it by the central government. In the British Isles, it traditionally referred to self-government, devolution or independence of its constituent nations—initially Ireland, and later Scotland, Wales, and Northern Ireland. In the United States and other countries organised as federations of states, the term usually refers to the process and mechanisms of self-government as exercised by municipalities, counties, or other units of local government at the level below that of a federal state (e.g., US state, in which context see special legislation). It can also refer to the system under which Greenland and the Faroe Islands are associated with Denmark. Home rule is not, however ...

Administrative Division
Administrative division, administrative unit,Article 3(1). country subdivision, administrative region, subnational entity, constituent state, as well as many similar terms, are generic names for geographical areas into which a particular, independent sovereign state (country) is divided. Such a unit usually has an administrative authority with the power to take administrative or policy decisions for its area. Usually, the countries have several levels of administrative divisions. The common names for the principal (largest) administrative divisions are: states (i.e. "subnational states", rather than sovereign states), provinces, lands, oblasts, governorates, cantons, prefectures, counties, regions, departments, and emirates. These, in turn, are often subdivided into smaller administrative units known by names such as circuits, counties, ''comarcas'', raions, '' județe'', or districts, which are further subdivided into the municipalities, communes or communities consti ...

Federalism
Federalism is a combined or compound mode of government that combines a general government (the central or "federal" government) with regional governments (Province, provincial, State (sub-national), state, Canton (administrative division), cantonal, territorial, or other sub-unit governments) in a single political system, dividing the powers between the two. Federalism in the modern era was first adopted in the unions of states during the Old Swiss Confederacy. Federalism differs from Confederation, confederalism, in which the general level of government is subordinate to the regional level, and from devolution within a unitary state, in which the regional level of government is subordinate to the general level. It represents the central form in the pathway of regional integration or separation, bounded on the less integrated side by confederalism and on the more integrated side by devolution within a unitary state. Examples of a federation or federal province or state include ...

County Commission
A county commission (or a board of county commissioners) is a group of elected officials (county commissioners) collectively charged with administering the county government in some states of the United States; such commissions usually comprise three to five members. In some counties within Georgia, however, a sole commissioner holds the authority of the commission. In parts of the United States, alternative terms such as County Board of Supervisors or County Council may be used in lieu of, but generally synonymous to, a County Commission. However, in some jurisdictions there may be distinct differences between a County Commission and other similarly titled bodies. For example, a County Council may differ from a County Commission by containing more members or by having a Council-Manager form of government. In Indiana, every county, except Marion, which is consolidated with Indianapolis, has both a County Commission and a County Council, with the County Commission having admi ...

County Council
A county council is the elected administrative body governing an area known as a county. This term has slightly different meanings in different countries. Ireland The county councils created under British rule in 1899 continue to exist in Ireland, although they are now governed under legislation passed by Oireachtas Éireann, principally the Local Government Reform Act 2014. History 1899–1922 The Local Government (Ireland) Act 1898 introduced county councils to Ireland. The administrative and financial business carried by county grand juries and county at large presentment sessions were transferred to the new councils. Principal among these duties were the maintenance of highways and bridges, the upkeep and inspection of lunatic asylums and the appointment of coroners. The new bodies also took over some duties from poor law boards of guardians in relation to diseases of cattle and from the justices of the peace to regulate explosives. The Irish county councils differed in ...

Department (country Subdivision)
A department (, ) is an administrative or political division in several countries. Departments are the first-level divisions of 11 countries, nine in the Americas and two in Africa. An additional 10 countries use departments as second-level divisions, eight in Africa, and one each in the Americas and Europe. As a territorial entity, "department" was first used by the French Revolutionary governments, apparently to emphasize that each territory was simply an administrative sub-division of the united sovereign nation. (The term "department", in other contexts, means an administrative sub-division of a larger organization.) This attempt to de-emphasize local political identity contrasts strongly with countries divided into "states" (implying local sovereignty). The division of France into departments was a project particularly identified with the French revolutionary leader the Abbé Sieyès, although it had already been frequently discussed and written about by many politicians an ...

County
A county is a geographic region of a country used for administrative or other purposesChambers Dictionary, L. Brookes (ed.), 2005, Chambers Harrap Publishers Ltd, Edinburgh in certain modern nations. Province
A province is almost always an administrative division within a country or sovereign state, state. The term derives from the ancient Roman ''Roman province, provincia'', which was the major territorial and administrative unit of the Roman Empire, Roman Empire's territorial possessions outside Roman Italy, Italy. The term ''province'' has since been adopted by many countries. In some countries with no actual provinces, "the provinces" is a metaphorical term meaning "outside the capital city". While some provinces were produced artificially by Colonialism, colonial powers, others were formed around local groups with their own ethnic identities. Many have their own powers independent of central or Federation, federal authority, especially Provinces of Canada, in Canada and Pakistan. In other countries, like Provinces of China, China or Administrative divisions of France, France, provinces are the creation of central government, with very little autonomy. Etymology The English langu ...

Repeal
A repeal (O.F. ''rapel'', modern ''rappel'', from ''rapeler'', ''rappeler'', revoke, ''re'' and ''appeler'', appeal) is the removal or reversal of a law. There are two basic types of repeal; a repeal with a re-enactment is used to replace the law with an updated, amended, or otherwise related law, or a repeal without replacement so as to abolish its provisions altogether. Removal of secondary legislation is normally referred to as revocation rather than repeal in the United Kingdom and Ireland. Under the common law of England and Wales, the effect of repealing a statute was "to obliterate it completely from the records of Parliament as though it had never been passed." This, however, is now subject to savings provisions within the Interpretation Act 1978. In parliamentary procedure, the motion to rescind, repeal, or annul is used to cancel or countermand an action or order previously adopted by the assembly. Partial or full repeals A partial repeal occurs when a specified part o ...
