Elections In Hong Kong
Elections in Hong Kong take place when certain political offices in the government need to be filled. Hong Kong has a multi-party system, with numerous parties in the Legislative Council. The Chief Executive of Hong Kong is nonpartisan but has to work with several parties to form a coalition government. Every four years, ninety representatives are chosen to sit on the unicameral Legislative Council of Hong Kong (LegCo). Twenty seats representing the geographical constituencies are returned by popular vote, thirty seats representing the functional constituencies are elected through smaller closed elections within business sectors, and the remaining forty seats representing the Election Committee constituency are chosen by members of the Election Committee. Multi-party System
In political science, a multi-party system is a political system in which multiple political parties across the political spectrum run for national elections, and all have the capacity to gain control of government offices, separately or in coalition. Apart from one-party-dominant and two-party systems, multi-party systems tend to be more common in parliamentary systems than presidential systems and far more common in countries that use proportional representation compared to countries that use first-past-the-post elections. 2019 Hong Kong Local Elections
The 2019 Hong Kong District Council elections were held on 24 November 2019 for all 18 District Councils of Hong Kong. 452 seats from all directly elected constituencies, out of the 479 seats in total, were contested. Nearly three million people voted, equivalent to 71 per cent of registered voters, an unprecedented turnout in the electoral history of Hong Kong. The election was widely viewed as a ''de facto'' referendum on the 2019 widespread anti-extradition protests. An indirect election or ''hierarchical voting'' is an election in which voters do not choose directly among candidates or parties for an office (direct voting system), but elect people who in turn choose candidates or parties. Sino-British Joint Declaration
The Sino-British Joint Declaration is a treaty between the governments of the United Kingdom and China signed in 1984 setting the conditions in which Hong Kong was transferred to Chinese control and for the governance of the territory after 1 July 1997. Hong Kong had been a colony of the British Empire since 1842 after the First Opium War and its territory was expanded on two occasions; first in 1860 with the addition of Kowloon Peninsula and Stonecutters Island, and again in 1898 when Britain obtained a 99-year lease for the New Territories. The date of the handover in 1997 marked the end of this lease. The Chinese government declared in the treaty its basic policies for governing Hong Kong after the transfer. Reform Club (Hong Kong)
The Reform Club of Hong Kong was one of the oldest political organisations in Hong Kong, existing from 1949 until the mid-1990s. Established by expatriates who were concerned about the Young Plan proposed by Governor Mark Aitchison Young in 1949, the Reform Club was the first semi-political party to contest in the Urban Council elections, with its longtime chairman Brook Bernacchi serving on the Council for about forty years. It demanded expansion of the power of the Urban Council and elected representatives in the Legislative Council for years. Together with the Hong Kong Civic Association, they were the closest to opposition parties in Hong Kong active in the municipal electoral politics during the post-war colonial period. Brook Bernacchi
Brook Antony Bernacchi (; 22 January 1922 – 22 September 1996) was a lawyer and politician in Hong Kong. He was the long-time chairman of the Reform Club of Hong Kong, the then quasi-opposition party in the colony and the longest serving elected officeholder in Hong Kong history, sitting on the Urban Council of Hong Kong, from 1952 to 1981, 1983 to 1986 and 1989 to 1995. He was well known for his efforts of pushing direct elections and political reform in Hong Kong. Early life Bernacchi was born in London in 1922 and was educated in Westminster School and Cambridge University. He was called to the Bar in 1943 and joined the Royal Marines during World War II. He arrived in Hong Kong as part of the liberation forces in 1945 and joined the Hong Kong Bar Association in 1946 and was its chairman in 1963. He also became Queen's Counsel in 1960. Elsie Tu
Elsie Tu (; ; 2 June 1913 – 8 December 2015), known as Elsie Elliott in her earlier life, was an English-born Hong Kong social activist, elected member of the Urban Council of Hong Kong from 1963 to 1995, and member of the Legislative Council of Hong Kong from 1988 to 1995. Born and raised in Newcastle upon Tyne, England, Tu moved to Hong Kong in 1951 following a period as a missionary in China. She became known for her strong antipathy towards colonialism and corruption, as well as for her work for the underprivileged. She took the main role in the 1966 Kowloon riots when she opposed the Star Ferry fare increase which later turned into riots and faced accusations of inciting the disorder. Urban Council
The Urban Council (UrbCo) was a municipal council in Hong Kong responsible for municipal services on Hong Kong Island and in Kowloon (including New Kowloon). These services were provided by the council's executive arm, the Urban Services Department. Later, the equivalent body for the New Territories was the Regional Council. The council was founded as the Sanitary Board in 1883. It was renamed the Urban Council when new legislation was passed in 1936 expanding its mandate. The Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China is a national law of China that serves as the organic law for the Hong Kong Special Administrative Region (HKSAR). The 2021 Hong Kong electoral changes were initiated by the National People's Congress (NPC) on 11 March 2021 to "amend electoral rules and improve the electoral system" of the Hong Kong Special Administrative Region (HKSAR) for its Chief Executive (CE) and the Legislative Council (LegCo), in order to ensure a system in which only "patriots", according to the Chinese definition, govern Hong Kong.
