Diplomatic Note
Diplomatic correspondence is correspondence between one state and another and is usually of a formal character. It follows several widely observed customs and style in composition, substance, presentation, and delivery and can generally be categorized into letters and notes. Letters Letters are correspondence between heads of state, typically used for the appointment and recall of ambassadors; for the announcement of the death of a sovereign or an accession to the throne; or for expressions of congratulations or condolence. Letters between two monarchs of equal rank will typically begin with the salutation "Sir My Brother" (or "Madame My Sister", in the case of a female monarch) and close with the valediction "Your Good Brother" (or Sister, in the case of a female monarch). In the case where one monarch is of inferior rank to the other (for instance, if the Grand Duke of Luxembourg were to correspond with the King of the United Kingdom), the inferior monarch will use the salutat ...

Seal (emblem)
A seal is a device for making an impression in Sealing wax, wax, clay, paper, or some other medium, including an embossment on paper, and is also the impression thus made. The original purpose was to authenticate a document, or to prevent interference with a package or envelope by applying a seal which had to be broken to open the container (hence the modern English verb "to seal", which implies secure closing without an actual wax seal). The seal-making device is also referred to as the seal ''matrix'' or ''die''; the imprint it creates as the seal impression (or, more rarely, the ''sealing''). If the impression is made purely as a relief resulting from the greater pressure on the paper where the high parts of the matrix touch, the seal is known as a ''dry seal''; in other cases ink or another liquid or liquefied medium is used, in another color than the paper. In most traditional forms of dry seal the design on the seal matrix is in Intaglio (sculpture), intaglio (cut below th ...

Plausible Deniability
Plausible deniability is the ability of people, typically senior officials in a formal or informal chain of command, to denial, deny knowledge of or responsibility for any damnable actions committed by members of their organizational hierarchy. They may do so because of a lack or absence of evidence that can confirm their participation, even if they were personally involved in or at least willful blindness, willfully ignorant of the actions. If illegal or otherwise disreputable and unpopular activities become public, high-ranking officials may deny any awareness of such acts to insulate themselves and Blame#Blame shifting, shift the blame onto the agents who carried out the acts, as they are confident that their doubters will be unable to prove otherwise. The lack of evidence to the contrary ostensibly makes the denial plausible (credible), but sometimes, it makes any accusations only cause of action, unactionable. The term typically implies forethought, such as intentionally setti ...

Chinese Eastern Railway
The Chinese Eastern Railway or CER (, russian: Китайско-Восточная железная дорога, or , ''Kitaysko-Vostochnaya Zheleznaya Doroga'' or ''KVZhD''), is the historical name for a railway system in Northeast China (also known as Manchuria). The Russian Empire constructed the line from 1897 to 1902 using a concession from the Qing dynasty government of Imperial China. The system linked Chita with Vladivostok in the Russian Far East and with Port Arthur, then an Imperial Russian leased ice-free port. The T-shaped line consisted of three branches: * the western branch, now the Harbin–Manzhouli Railway * the eastern branch, now the Harbin–Suifenhe Railway * the southern branch, now part of the Beijing–Harbin Railway which intersected in Harbin. Saint Petersburg administered the railway and the concession, known as the Chinese Eastern Railway Zone, from the city of Harbin, which grew into a major rail-hub. The southern branch of the CER, kno ...

Proposals For Concerted Operation Among The Powers At War With The Pyratical States Of Barbary
"Proposals for concerted operation among the powers at war with the Pyratical states of Barbary" was the title of an identic note written by Thomas Jefferson in 1786, when he was the American ambassador to France. It proposed an intergovernmental military alliance for purposes of instituting a naval blockade of the Ottoman Regency of Algiers, which allowed the Barbary pirates to attack ships. The alliance was opposed by Congress and was never implemented. Background Pirates operating from North Africa, with the consent of the Dey of Algiers and the rulers of other Barbary states, had been attacking shipping in the Mediterranean since the 1600s. Beginning in the 1700s, European powers negotiated treaties with the Dey to control the pirates in exchange for lavish tributes. The United States first negotiated treaties with Algiers and the other Barbary states in 1784. Proposal Under Jefferson's proposal, each state party that entered the alliance would contribute at least one frigat ...

Illeism
Illeism (from Latin ''ille'' meaning "he, that") is the act of referring to oneself in the third person instead of first person. It is sometimes used in literature as a stylistic device. In real-life usage, illeism can reflect a number of different stylistic intentions or involuntary circumstances. In literature Early literature such as Julius Caesar's ''Commentarii de Bello Gallico'' or Xenophon's ''Anabasis'', both ostensibly non-fictional accounts of wars led by their authors, used illeism to impart an air of objective impartiality, which included justifications of the author's actions. In this way personal bias is presented, albeit dishonestly, as objectivity. In an essay, theologian Richard B. Hays challenged earlier findings that he disagrees with: "These were the findings of one Richard B. Hays, and the newer essay treats the earlier work and earlier author at arms' length." Illeism may also be used to show idiocy, as with the character Mongo in '' Blazing Saddles'', ...

Annexation Of Crimea By The Russian Federation
In February and March 2014, Russia invaded and subsequently annexed the Crimean Peninsula from Ukraine. This event took place in the aftermath of the Revolution of Dignity and is part of the wider Russo-Ukrainian War. The events in Kyiv that ousted Ukrainian president Viktor Yanukovych on 22 February 2014 sparked pro-Russian demonstrations as of 23 February against the (prospected) new Ukrainian government. At the same time Russian president Vladimir Putin discussed Ukrainian events with security service chiefs remarking that "we must start working on returning Crimea to Russia". On 27 February, Russian troops captured strategic sites across Crimea, followed by the installation of the pro-Russian Aksyonov government in Crimea, the Crimean status referendum and the declaration of Crimea's independence on 16 March 2014. Although Russia initially claimed their military was not involved in the events, Putin later admitted that troops were deployed to "stand behind Crimea's ...
