Certificate Of Initial Mastery
The Certificate of Mastery (CIM) was created by report "America's Choice: High Skills or Low Wages". The CIM has been called an outcome-based education diploma as it would be necessary to either receive or replace the high school diploma, and was characteristic of education reform legislation in many states such as Washington and Oregon. The report called for the nation's workforce for the challenges of a new world economic order. The Report of the Commission on the Skills of the American Workforce was published in June 1990 by the National Center on Education and the Economy (NCEE), led by Marc Tucker. This document was the basis for the education reform laws, standards and assessment systems created by many states and the federal government in the 1990s in the United States. It codified the principles of outcomes-based education reform, which later became standards-based education reform. Recommendations From the report: A new educational performance standard should be set ...

Outcome-based Education
Outcome-based education or outcomes-based education (OBE) is an educational theory that bases each part of an educational system around goals (outcomes). By the end of the educational experience, each student should have achieved the goal. There is no single specified style of teaching or assessment in OBE; instead, classes, opportunities, and assessments should all help students achieve the specified outcomes. The role of the faculty adapts into instructor, trainer, facilitator, and/or mentor based on the outcomes targeted. Outcome-based methods have been adopted in education systems around the world, at multiple levels. Australia and South Africa adopted OBE policies from the 1990s to the mid 2000s, but were abandoned in the face of substantial community opposition. The United States has had an OBE program in place since 1994 that has been adapted over the years. In 2005, Hong Kong adopted an outcome-based approach for its universities. Malaysia implemented OBE in all of their ...

Massachusetts Comprehensive Assessment System
The Massachusetts Comprehensive Assessment system, commonly abbreviated as MCAS , is Massachusetts's statewide standards-based assessment program developed in 1993 in response to the Massachusetts Education Reform Act of the same year. State and federal law mandates that all students who are enrolled in the tested grades and who are educated with Massachusetts public funds participate in MCAS testing. If necessary, students are given multiple opportunities to take the test to maximize the chance that said student will pass the exam. Preparation Students are prepared for the exams throughout their academic careers through primary and secondary education. However, if an individual student needs help improving in a particular test, the first step in giving that student the extra help he or she needs is to identify specific weaknesses. Sometimes the student, teachers, or parents are aware of the weaknesses; sometimes they are not. To ascertain what the student knows as well as wh ...

Community College
A community college is a type of educational institution. The term can have different meanings in different countries: many community colleges have an "open enrollment" for students who have graduated from high school (also known as senior secondary school or upper secondary school). The term usually refers to a higher educational institution that provides workforce education and college transfer academic programs. Some institutions maintain athletic teams and dormitories similar to their university counterparts. Australia In Australia, the term "community college" refers to small private businesses running short (e.g. 6 weeks) courses generally of a self-improvement or hobbyist nature. Equivalent to the American notion of community colleges are Technical and further education, Tertiary and Further Education colleges or TAFEs; these are institutions regulated mostly at state and territory level. Standards Based Test
In an educational setting, standards-based assessment is assessment that relies on the evaluation of student understanding with respect to agreed-upon standards, also known as "outcomes". The standards set the criteria for the successful demonstration of the understanding of a concept or skill. Overview In the standards-based paradigm, students have the freedom to demonstrate understanding in diverse ways, including (but not limited to) selected response (e.g. multiple choice tests), physical constructions, written responses, and performances. Of course, these are not new types of assessments, nor is the concept of differentiated assessment. The teacher uses all available observations and quantitative information to summarize learning with reference to a specific standard. With these data, a teacher can formulate the steps or actions that can be taken to gain mastery of a particular concept. That is, it aids in assessment for learning. One of the key aspects of standards-base ...

No Child Left Behind
The No Child Left Behind Act of 2001 (NCLB) was a U.S. Act of Congress that reauthorized the Elementary and Secondary Education Act; it included Title I provisions applying to disadvantaged students. It supported standards-based education reform based on the premise that setting high standards and establishing measurable goals could improve individual outcomes in education. The Act required states to develop assessments in basic skills. To receive federal school funding, states had to give these assessments to all students at select grade levels. The act did not assert a national achievement standard—each state developed its own standards. NCLB expanded the federal role in public education through further emphasis on annual testing, annual academic progress, report cards, and teacher qualifications, as well as significant changes in funding. While the bill faced challenges from both Democrats and Republicans, it passed in both chambers of the legislature with significan ...

Washington Assessment Of Student Learning
The Washington Assessment of Student Learning (WASL) was a standardized educational assessment system given as the primary assessment in the state of Washington from spring 1997 to summer 2009. The WASL was also used as a high school graduation examination beginning in the spring of 2006 and ending in 2009. It has been replaced by the High School Proficiency Exam (HSPE), the Measurements of Students Progress (MSP) for grades 3–8, and later the Smarter Balanced Assessment (SBAC). The WASL assessment consisted of examinations over four subjects (reading, mathematics, science, and writing) with four different types of questions (multiple-choice, short-answer, essay, and problem solving). It was given to students from third through eighth grades and tenth grade. Third and sixth graders were tested in reading and math; fourth and seventh graders in math, reading and writing. Fifth and eighth graders were tested in reading, math and science. The high school assessment, given during a stud ...
