Zia Ul Shah
Zia Ul Shah is a citizen of Pakistan best known for the time he spent in extrajudicial detention in the United States Guantanamo Bay detention camps, in Cuba. His Guantanamo Internment Serial Number was 15. Zia Ul Shah was captured in Afghanistan in 2001 and transferred to Pakistan on 11 October 2006. Combatant Status Review Ul Shah was among the 60% of prisoners who participated in the tribunal hearings. A Summary of Evidence memo was prepared for the tribunal of each detainee. The memo for his hearing lists the following allegations: Administrative Review Board Detainees whose Combatant Status Review Tribunal labeled them "enemy combatants" were scheduled for annual Administrative Review Board hearings. Abdul Jabar Sabit
Abdul Jabar Sabet (1945 – 26 January 2023) was an Afghan politician. In May 2006 Hamid Karzai appointed him Attorney General of Afghanistan. Life and career Sabet was an ethnic Pashtun. He was a long time aide to former Afghan Prime Minister Gulbuddin Hekmatyar. After leaving Afghanistan, he worked in the U.S. for Voice of America. After living in Montreal, Sabet returned to Afghanistan to work for a human rights organization, before being appointed special adviser at the Interior Ministry. He was promoted to Attorney General in May 2006. Sources close to the President Hamid Karzai say that Sabet was promoted with U.S. support in exchange for giving positive comments about the Guantanamo Bay detention facility. He has however been critical of the Guantanamo release policy. Joint Task Force Guantanamo (JTF-GTMO) is a U.S. military joint task force based at Guantanamo Bay Naval Base, Guantánamo Bay, Cuba on the southeastern end of the base. JTF-GTMO falls under US Southern Command. The Administrative Review Board is a United States military body that conducts an annual review of the detainees held by the United States in Camp Delta in the United States Navy base at Guantanamo Bay, Cuba. The purpose of the Board is to review whether the detainees still represent a threat. American President George W. Bush initially called the detainees "illegal combatants." But, without a formal announcement of the policy change, the Bush Presidency changed their description to "enemy combatant". From July 2004 through March 2005, military authorities conducted a one-time Combatant Status Review Tribunal for each detainee, to confirm whether they had been properly been classified as an "enemy combatant".
